La veille Niger cette semaine aborde d’abord la question de la transhumance anticipée au Nord-Boboye, qui pose des questions sur l’utilisation des terres par les différentes communautés. Toujours dans la Région de Dosso, à la frontière nigéro-béninoise, la situation sécuritaire se dégrade en raison de groupes armés et de leurs trafics. Des initiatives au profit de la cohésion sociale sont à souligner, notamment un programme de formation mis en œuvre dans le cadre du Programme Femmes, Paix et Sécurité en Afrique. La Commission Nationale des Droits de l’Homme du Niger a également coordonné la tenue d’audiences foraines dans la Région de Zinder. Cette phase d’audiences foraines fait suite aux activités de sensibilisation sur l’état civil des ONG Karkara et CAO Niger en partenariat avec l’Observatoire Pharos. Par ailleurs, les bénéficiaires du projet Incubateur des Acteurs du Pluralisme au Sahel de l’association française, Observatoire Pharos, ont été réunis par SOS Civisme à l’Hôtel Oasis de Niamey. Enfin, le président nigérien Mohamed Bazoum a participé à la Conférence de plaidoyer en faveur du Fonds mondial pour l’engagement communautaire et la résilience (GCERF), sur le thème « Un avenir sans extrémisme violent “ en compagnie de personnalités mondiales.
This week's Niger Watch looks at the issue of anticipated transhumance in North Boboye, which raises questions about land use by different communities. Une concertation prévue en vue d’une transhumance anticipée dans le Département de Boboye (Région de Dosso)
Studio Kalangou a interviewé le Préfet du Département de Boboye au sujet du démarrage anticipé de la période de transhumance dans le Nord du département. Cette anticipation suscite la prudence des autorités alors que les travaux champêtres ne sont pas terminés. Afin d’éviter toute friction entre communautés d’agriculteurs et d’éleveurs, le préfet a annoncé la tenue de réunions entre acteurs du monde agro-pastoral afin de délimiter les circuits et les périodes de transhumance.

A consultation planned for an anticipated transhumance in the Department of Boboye (Dosso Region)
Studio Kalangou interviewed the Prefect of the Department of Boboye about the early start of the transhumance period in the north of the area. This anticipation arouses the caution of the authorities while the field work is not finished. In order to avoid any friction between communities of farmers and herders, the Prefect announced the holding of meetings between actors of the agro-pastoral world in order to delimit the circuits and the periods of transhumance.

Insécurité dans la Région de Tillaberi : des stratégies mises en œuvre pour assurer la scolarité
Le Sahel fait face à une situation sécuritaire dégradante. Cette insécurité a un impact important sur les différents domaines de la vie de l’homme à savoir l’éducation. En effet dans le département de Ayorou, selon le reportage de l’Inspecteur Pédagogique Boubacar Harouna : “plus de 38 écoles ont été fermé globalement, dont 6 dans la commune de Ayorou ; les 38 écoles regroupent 1706 élèves représentatifs de la commune de Ayorou et de Inatès”. C’est dans ce contexte qu’une stratégie de regroupement des écoles dans un centre sécurisé a été mise en place pour que les élèves puissent continuer l’apprentissage.

Insecurity in the Tillaberi Region: strategies implemented to ensure schooling
The Sahel is facing a degrading security situation. This insecurity has a significant impact on the different areas of human life, namely education. Indeed in the department of Ayorou, according to the report of the Pedagogical Inspector Boubacar Harouna, “more than 38 schools have been closed overall, including 6 in the municipality of Ayorou; the 38 schools bring together 1706 students representative of the municipality of Ayorou and Inatès”. It is in this context that a strategy of grouping schools in a secure center has been put in place so that students can continue learning.

Une pression sécuritaire croissante à la frontière nigéro-béninoise
La ville fluviale de Gaya située à la frontière du Bénin dans la Région de Dosso est aujourd’hui pleinement concernée par la situation sécuritaire. Aujourd’hui, cette zone frontalière n’est pas un épicentre de violences, mais elle est le théâtre de nombreux trafics opérés par des groupes délinquants ou armés (tels que la JNIM ou l’EIGS) qui disposent de bases arrière. Ceux-ci profitent notamment du fleuve Niger qui leur permet de relier facilement le Nigeria au Mali et de l’axe commercial Niamey-Gaya-Cotonou.

Growing security pressure at the Niger-Benin border
The river town of Gaya located on the border with Benin in the Dosso Region is today fully concerned by the security situation. Today, this border area is not an epicenter of violence, but it is the scene of numerous trafficking operations carried out by delinquent or armed groups (such as the JNIM or the EIGS) which have rear bases. These benefit in particular from the Niger River, which allows them to easily connect Nigeria to Mali, as well as from the Niamey-Gaya-Cotonou commercial axis.

Atelier d’apprentissage pour les formateurs sur l’agenda Femmes, Paix et Sécurité
Sous l'égide de l'institut Femmes Paix et Sécurité du Centre Koffi Anan et du ministère de la protection de la femme et de l'enfant, des ateliers d’apprentissage sont organisés du 3 au 7 octobre à Niamey. Cela permet une amélioration des compétences des formateurs sur le suivi et l'établissement de rapports sur l'agenda Femme, Paix, Sécurité. Ce programme de formation financé par le gouvernement suédois a pour objectif l'amélioration des compétences et des connaissances des participants sur le suivi de l'établissement du rapport Femmes, Paix et Sécurité en utilisant le cadre continental des résultats de l'Union Africaine. Plusieurs organisations de la société civile et des agences nationales concernées ont contribué de manière significative à la mise en œuvre de cet agenda.

Learning workshop for trainers on the Women, Peace and Security Agenda
Under the aegis of the Women, Peace and Security Institute of the Koffi Anan Centre of the Ministry of Women and Child Protection, a skills enhancement workshop for trainers on monitoring and reporting on the Women, Peace and Security agenda was held in Niamey from 3 to 7 October. A skills enhancement workshop for trainers on monitoring and reporting on the Women, Peace and Security agenda was held. This training programme, funded by the Swedish government, aims to improve the skills and knowledge of participants on monitoring and reporting on the Women, Peace and Security agenda using the African Union's continental results framework. Several civil society organizations and relevant national agencies have contributed significantly to the implementation of this agenda.

Mohamed Bazoum a participé à cette conférence sur le thème « Un avenir sans extrémisme violent », en présence de Tony Blair, du Secrétaire d’Etat américain Blinken, du Président de la Confédération Helvétique Ignazio Cassis et du Haut-Représentant de l’Union Européenne pour les Affaires Étrangères Josep Borrell. Dans ses propos, le Président nigérien est revenu sur les racines du terrorisme dans les années 80-90 qu’il a relié au développement d’une économie criminelle. Il a également souligné l’importance du changement climatique et de son impact sur la conflictualité entre communautés dont les groupes armés tirent parti.

Mohamed Bazoum participated in this conference on the theme "A future without violent extremism", in the presence of moderator Tony Blair, the American Secretary of State Blinken, the President of the Helvetic Confederation Ignazio Cassis and the High Representative of the Union European for Foreign Affairs Josep Borrell. In his remarks, the Nigerien President returned to the roots of terrorism in the 80s and 90s, which he linked to the development of a criminal economy. He also highlighted the importance of climate change and its impact on inter-community conflict that armed groups take advantage of.

Niger : perte en vie humaine survenu après l’explosition d’engin causée par des animaux
La zone de Diffa reste sujette à de nombreuses attaques terroristes perpétrées par les groupes liés à la nébuleuse Boko Haram, notamment dans la localité de Bosso. De ce fait, le dimanche 16 octobre on note le décès de deux femmes et d’un enfant gravement blessé suite à une explosion au passage de leurs ânes sur un engin artisanal déposé par les groupes terroristes.

Des actes d’état-civil délivrés dans la Commune de Kantché dans la Région de Zinder
La Commission Nationale des Droits de l’Homme du Niger a coordonné la tenue d’audiences foraines dans la commune d’Ichirnawa dans la Région de Zinder. Après le passage d’une caravane de sensibilisation sur l’état civil menée par l’ONG Karkara et CAO Niger sous coordination de l’Observatoire Pharos. La CNDH et la Direction Générale de l'État Civil ont facilité la délivrance des actes de naissance pour les enfants de la zone. Soutenu par l’Organisation Internationale de la Francophonie, ce programme vise à faciliter l’accès à la citoyenneté des enfants de la Région de Zinder et l’accès aux services de base, dont l’éducation.

Civil status certificates issued in the Commune of Kantché in the Zinder Region
The National Human Rights Commission of Niger coordinated the holding of mobile hearings in the commune of Ichirnawa in the Zinder Region. After the passage of an awareness caravan on civil status led by the NGO Karkara and CAO Niger under the coordination of the Pharos Observatory, the CNDH and the General Directorate of Civil Status facilitated the issuance of birth certificates for local children. Supported by the International Organization of La Francophonie, this program aims to facilitate access to citizenship for children in the Zinder Region and access to basic services, including education.

Actualités du projet incubateur des acteurs du pluralisme au sahel
Les 23 et 24 septembre 2022, les bénéficiaires du projet Incubateur des Acteurs du Pluralisme au Sahel ont été réunis par SOS Civisme à l’Hôtel Oasis de Niamey. La première journée a été consacrée à un atelier autour de la définition de la cohésion sociale et de ses enjeux dans les contextes des participants. Pour rappel, les bénéficiaires dirigent des structures autour de Kiota et de Dogondoutchi dans la Région de Dosso. Ces échanges ont permis la concertation et des débats intergénérationnels notamment. La deuxième journée, les bénéficiaires ont assisté à une formation sur la gestion administrative et financière en vue d’améliorer la gouvernance économique de leur structure.

News from the incubator project for pluralism actors in the Sahel
On September 23 and 24, 2022, the beneficiaries of the Incubator of Pluralism Actors in the Sahel project were brought together by SOS Civisme at the Oasis Hotel in Niamey. The first day was devoted to a workshop around the definition of social cohesion and its challenges in the contexts of the participants. As a reminder, the beneficiaries run structures around Kiota and Dogondoutchi in the Dosso Region. These exchanges allowed consultation and debates and to observe differences in conception between the generations. On the second day, the beneficiaries attended training on administrative and financial management with a view to improving the economic governance of their structure.

“Mohamed Bazoum n’est pas un Nigérien”
Lors de son allocution à la 77ème Assemblée Générale des Nations Unies, le Premier Ministre malien Abdoulaye Maiga a tenté de raviver le débat sur la nationalité du Président nigérien. Faisant suite à des mois de tensions entre les autorités maliennes et nigériennes, et peu après l’interview critique du Président Bazoum vis-à-vis des autorités maliennes, le Premier Ministre malien a affirmé que Bazoum n’était pas nigérien. Cette accusation fait résonner celles portées à Mohamed Bazoum alors qu’il était candidat à l’élection présidentielle. Issu d’une ethnie arabe présente au Niger, au Tchad et en Libye, certains de ses détracteurs avaient remis en cause sa nationalité nigérienne et effectué deux recours à la Cour Constitutionnelle fin 2020, alors rejetés.

"Mohamed Bazoum is not a Nigerien"
During his speech at the 77th General Assembly of the United Nations, the Malian Prime Minister Abdoulaye Maiga tried to revive the debate on the nationality of the Nigerien President. Following months of tension between the Malian and Nigerien authorities, and shortly after President Bazoum's critical interview with the Malian authorities, the Malian Prime Minister affirmed that Bazoum was not Nigerien. This accusation echoes those brought to Mohamed Bazoum when he was only a candidate for the presidential election. Coming from an Arab ethnic group present in Niger, Chad and Libya, some of his detractors had questioned his Nigerien nationality and made two appeals to the Constitutional Court at the end of 2020, which were then rejected.
