L’actualité hebdomadaire de RDC a été riche en rebondissement. De la visite du couple royal belge aux nouvelles tensions entre le Congo et le Rwanda, en passant par le report du voyage du Pape François au Congo, plusieurs médias congolais sont revenus sur ces sujets.

Visite du roi des Belges au Congo

Le roi Philippe de Belgique a séjourné en RDC, du mardi 7 juin au lundi 13 juin dernier, Il s’agissait de la cinquième visite officielle d’un Souverain belge, après les visites du Roi Baudouin  en 1965, en 1970 et en 1985 et la visite du Roi Albert II en 2010 à l’occasion du 50e anniversaire de l’Indépendance. Le 30 juin 1960, le roi Baudouin avait présidé aux cérémonies de l’Indépendance. Le Roi Philippe était accompagné de la reine Mathilde, du Premier ministre belge et de deux ministres. Le but de cette visite était de resserrer les liens entre les deux pays après des années de tensions, notamment sous l’ancien président Joseph Kabila. Le couple royal a visité les villes de Kinshasa, Lubumbashi et Bukavu.

Visit of the King of the Belgians to the Congo

King Philippe of Belgium stayed in the Congo, from Tuesday, June 7 to Monday, June 13  This was the fifth official visit of a Belgian Sovereign, following the visits of King Baudouin in 1965, 1970 and 1985 and the visit of King Albert II in 2010 on the occasion of the 50th anniversary of Independence.    On June 30, 1960 King Baudouin presided over the independence ceremonies. King Philippe was accompanied by Queen Mathilde, the Belgian Prime Minister and two ministers. According to several Belgian and Congolese media, the purpose of this historic visit is to strengthen ties between the two countries after years of tensions, especially under former President Joseph Kabila. The royal couple visited the cities of Kinshasa, Lubumbashi and Bukavu.

Le roi des Belges remet au musée national congolais un masque kakuungu

Dès son premier jour de visite à Kinshasa, après s’être recueilli devant le mémorial aux anciens combattants, le Roi des Belges a rejoint le musée national congolais où il a remis un masque en présence du président Tshisekedi. La restitution de ce masque kakuungu est un premier geste symbolique qui suit la volonté des autorités belges d’étudier la question de la restitution des œuvres congolaises installées dans des musées en Belgique pendant la colonisation. Le Musée national du Congo présente des objets culturels appartenant aux différentes ethnies de la RDC.

King Philippe returns the Kakuungu mask to the Congolese National Museum

From his first day of visit to Kinshasa, after having gathered in front of the memorial to the veterans, the King of the Belgians joined the Congolese National Museum where he wanted to put on a mask in the presence of President Tshisekedi. The return of the kakuungu mask is a first symbolic gesture that follows the willingness of the Belgian authorities to study the question of the restitution of stolen works placed in museums in Belgium during colonization. As a reminder, the National Museum of Congo is a museum of cultural history that focuses on the promotion of cultural objects belonging to the different ethnic groups of the DRC.

 
 

Le Rwanda sommé de mettre fin à son soutien au M23

Le ministre des Affaires étrangères, Christophe Lutundula, a rejeté dans une note les allégations des autorités rwandaises accusant l’armée congolaise d’avoir lancé le 10 juin des roquettes sur son territoire. Il a également nié la prétendue campagne d’incitation à la haine et à la violence qu’auraient initié certains hauts responsables du gouvernement et des membres des organes de sécurité congolais contre le Rwanda et les personnes parlant le Kinyarwanda. Le gouvernement congolais a sommé le Rwanda de mettre fin à son soutien au groupe terroriste du M23 et de s’abstenir de toute action susceptible de porter atteinte à la paix et à la stabilité dans la partie Est du pays et la Région. 

Rwanda urged to end its support for M23

Through an official note sent to POLITICO. CD, the Congolese Minister of Foreign Affairs, Christophe Lutundula has fixed the opinion both national and international on the allegations of the Rwandan authorities accusing the Congolese army of having launched rockets on its territory on June 10, but also on an alleged campaign of incitement to hatred and violence allegedly initiated by some senior officials of the Congolese government and members of the Congolese security organs against Rwanda and the people speaking Kinyarwanda. While rejecting these accusations en bloc, the Congolese government has called on Rwanda to end its support for the M23 terrorist group and to refrain from any action that could undermine peace and stability in the eastern part of the country and the Region.

 
 

Le Rwanda accusé du bombardement d’une école à l’Est

Le Rwanda est accusé de crime de guerre après des dégâts constatés dans une école bombardée à Buhumba, sur le territoire de Rutshuru. Pour l’armée congolaise, l’établissement scolaire a été bombardé à partir du territoire rwandais. Selon le bilan de l’armée congolaise, deux enfants de 6 et 7 ans ont été tués et un autre grièvement blessé. L’armée dit détenir des vidéos prises à partir de drones qui montreraient la présence sur le sol congolais de soldats rwandais. La société civile locale indique que les combats se sont poursuivis jusqu’à 18h le 9 juin dans plusieurs autres zones et se sont rapprochés de Bunagana, à la frontière avec l’Ouganda et non loin du Rwanda.

Rwanda accused of war crime after bombing of school in the east

Rwanda is accused of a war crime after damage to a bombed school in Buhumba, Rutshuru territory. For the Congolese army, the school was bombed from Rwandan territory. The images broadcast on this occasion have made the rounds of the Congolese web. According to the assessment presented by the Congolese army, two children aged 6 and 7 were killed and another seriously injured. The army even says it has videos taken from drones that would show the presence on Congolese soil of Rwandan soldiers. According to local civil society, fighting continued until 6 p.m. last Thursday in several other areas and moved closer to Bunagana, on the border with Uganda and not far from Rwanda.

 
 

Témoignage d’un Congolais engagé dans l’armée russe

Dès le début de l’invasion russe, de nombreux volontaires étrangers sont partis se battre en Ukraine aux côtés de l’armée de Kiev, répondant à un appel du président ukrainien Volodymyr Zelensky. Des combattants étrangers se battent aussi aux côtés de l’armée russe. C’est le cas notamment du jeune étudiant Jean-Claude Sangwa, originaire de la RDC, enrôlé dans la milice prorusse de Louhansk et que France 24 a interviewé. Jean-Claude Sangwa est parti étudier en Russie il y a deux ans et demi. Après le déclenchement de la guerre, il a rejoint la milice de la République populaire autoproclamée de Lougansk (prorusse), comme en témoigne son passeport militaire. Ce jeune congolais estime faire partie de l'armée russe.

From the beginning of the Russian invasion, many foreign volunteers went to fight in Ukraine alongside the Kiev army, responding to a call from Ukrainian President Volodymyr Zelensky. But foreign fighters are also fighting alongside the Russian army, such as the young student Jean-Claude Sangwa from the DRC who was recruited into the pro-Russian militia in Luhansk and interviewed by the France 24 Observers. According to the Observers of France 24, Jean-Claude Sangwa went to study in Russia two and a half years ago and after the outbreak of the war, he joined the militia of the self-proclaimed Lugansk People's Republic (pro-Russian), as evidenced by his military passport. On the other hand, this young Congolese believes that he is an integral part of the Russian army.

Le pape François reporte son voyage du Congo

Après l’annonce, le 10 juin, du report de son 37e voyage apostolique, qui devait se faire  en République démocratique du Congo et au Soudan du Sud, le Pape est revenu dimanche 12 juin après la prière de l’Angélus sur les raisons de ce report, exprimant son profond regret aux peuples et aux autorités des deux pays. Prévu du 2 au 7 juillet, le voyage du pape François en République démocratique du Congo et au Soudan du Sud a été reporté sine die suite aux problèmes de santé du Saint-Père.

Pope Francis postpones his trip from Congo

After the announcement, Friday, June 10, 2022, of the postponement of his 37th Apostolic Journey, that should have been made to the Democratic Republic of Congo and South Sudan, the Pope returned Sunday after the prayer of the Angelus on the reasons for this postponement and expressed his deep regret to the peoples and authorities of both countries. Une plateforme de la société civile élabore  un agenda « S.O.S sauvons les élections »

La plateforme Agir pour les Élections Transparentes et Apaisées (AETA) a organisé un atelier de deux jours sur l'état de lieux de la feuille de route du processus électoral en cours en RDC, telle qu'élaborée par la Commission électorale nationale indépendante (CENI). Pour le secrétaire permanent de cette plateforme, ces assises qui réunissent une vingtaine d'organisations de la société civile vont aboutir à l'élaboration d’un « agenda SOS sauvons les élections 2023 ». Il s'agit, souligne Gérôme Bonso, « de lever des opérations pratiques devant permettre au pays de rattraper le retard accumulé dans la mise en œuvre de la feuille de route de la centrale électorale ».

The Platform Agir pour les Élections Transparentes et Apaisées (AETA) organized a two-day workshop on the state of play of the roadmap of the electoral process underway in the DRC, as developed by the Independent National Electoral Commission (CENI). For Gérôme Bonso, permanent secretary of this platform, these meetings, which bring together some twenty civil society organizations, will culminate in the development of what he called "the SOS save elections 2023 agenda". It is a question, stressed this actor of civil society, to lift practical operations to allow the country to make up for the accumulated delay in the implementation of the roadmap of the electoral center.

Remise symbolique d’un passeport diplomatique à Lumumba

En prévision du rapatriement de reste de Patrice Emery Lumumba au Congo le 21 juin, une pièce d’identité a été remise, à titre posthume, à celui qui aura été le Premier ministre du Congo Indépendant. La cérémonie était organisée par le vice-premier ministre  des affaires étrangères, Christophe Lutundula. Ce passeport diplomatique remis à son fils biologique François Lumumba est éminemment symbolique.  À en croire François Lumumba, il s’agit d’un rapatriement proprement dit d’un être humain, et au  regard du personnage, « il a fallu quand-même qu’il ait une couverture par un document officiel. »

In anticipation of the repatriation of the remainder of Patrice Emery Lumumba to Congo on June 21, an identity document has been given, posthumously, to the one who will have been the very Prime Minister of the Independent Congo. It was in a ceremony that the Deputy Prime Minister in charge of foreign affairs, Christophe Lutundula, organized to do so. According to Geopolis Magazine, this diplomatic passport given to his biological son François Lumumba is eminently symbolic. According to François Lumumba, this is a repatriation proper of a human being, and in view of the character, it was still necessary that he had to have a cover by an official document.

 
 

Les Nations Unies réaffirment leur ferme attachement à la souveraineté de la RDC

Dans une note officielle publiée par les Nations Unies, celles-ci réaffirment leur ferme attachement à la souveraineté, à l’indépendance, à l’unité et à l’intégrité territoriale du Congo et condamnent l’utilisation de groupes armés agissant par procuration. Les Nations Unies se disent préoccupées par des rapports faisant état d'une augmentation des discours de haine dans le pays contre des communautés spécifiques, notamment dans le contexte de la résurgence du M23. Les discours de haine doivent être combattus de manière proactive. 

United Nations reaffirms strong commitment to Congo's sovereignty

In an official note issued by the United Nations, the United Nations reaffirms its strong commitment to the sovereignty, independence, unity and territorial integrity of the Congo and at the same time condemns the use of armed groups acting by proxy. In addition, the United Nations is concerned about reports of an increase in hate speech in the country against particular communities, particularly in the context of the resurgence of the M23. Hate speech must be proactively combated.
