Plusieurs acteurs sociaux, politiques et religieux se sont prononcés sur les questions électorales dont le scrutin est constitutionnellement prévu en 2023. En témoigne, par exemple, la publication de l’agenda 2023 par la Conférence Épiscopale Nationale du Congo (CENCO) en vue de mobiliser la population congolaise autour de la question électorale. La plateforme des confessions religieuses de la RDC a également annoncé la réception des candidatures pour la désignation du prochain président de la Commission Électorale Nationale et Indépendante (CENI). Au sein de la classe politique, du moins du côté de l’opposition, plusieurs voix s’élèvent, à l’instar de Martin Fayulu ou Adolphe Muzito, pour dénoncer la démarche précipitée des confessions religieuses à la désignation du président de la CENI en dehors des réformes électorales attendues.

Sur le plan de la cohésion nationale, les appels et initiatives qui encouragent la concorde nationale ou la cohabitation pacifique se multiplient. C’est le cas notamment de l’appel de cohésion nationale lancé par l’opposant Martin Fayulu à la jeunesse congolaise et aux communautés nationales pour privilégier la paix au pays face aux multiples défis sécuritaires.  

Several social, political and religious actors have spoken out on electoral issues, the ballot of which is constitutionally scheduled for 2023. Such is, for example, the publication of the 2023 agenda by the Episcopal Conference of Congo (CENCO) in order to mobilize the Congolese population around the electoral question. The platform of religious denominations of the DRC also announced the receipt of candidatures for the appointment of the next president of the National and Independent Electoral Commission (CENI). Within the political class, at least on the side of the opposition, several voices are raised, like Martin FAYULU or Adolphe MUZITO, to denounce the hasty approach of religious denominations for the appointment of the president of the CENI without the expected electoral reforms.

In terms of national cohesion, calls and initiatives that encourage national harmony or peaceful coexistence are increasing. This is particularly the case of the appeal for national cohesion adressed by the opponent Martin Fayulu to Congolese youth and national communities to promote peace in the country in the face of multiple security challenges.

La CENCO lance son agenda 2023, année prévue pour l’organisation des élections en RDC

Le Secrétaire général de la CENCO, l'abbé Donatien Nshole, a officiellement lancé « Agenda 2023 », la feuille de route de l’épiscopat congolais pour les élections de 2023. Il a remis la feuille à l’équipe technique, la Commission Épiscopale Justice et Paix (CEJP), représentée par le père Clément Makiobo, pour sa matérialisation. L’événement a eu lieu le jeudi 18 mars 2021 au centre interdiocésain à Kinshasa.

Dans son mot de lancement de l’Agenda 2023, le secrétaire général de la CENCO a tenu à apaiser les cadres et militants des partis et regroupements politiques sur le fait que l’agenda pour les élections de 2023 de la CENCO n’est pas une feuille de route pour combattre les acteurs politiques. Il est en fait un programme planifié pour mobiliser la population autour de la question électorale afin que son vote arrive au pouvoir des personnes et programmes qui répondent à leurs aspirations.

CENCO launches its 2023 agenda, the year planned for the organization of elections in the DRC

The General Secretary of CENCO, Abbé Donatien Nshole, officially launched “Agenda 2023”, the roadmap of the Congolese episcopate for the 2023 elections. He handed the paper to the technical team, the Episcopal Justice Commission and peace (CEJP), represented by Père Clément Makiobo, for its materialization. The event took place on Thursday, March 18, 2021 at the Interdiocesan Center in Kinshasa.

In his speech, the General Secretary of CENCO wished to appease the executives and activists of political parties and groups on the fact that the Agenda for the 2023 elections of CENCO is not a roadmap to combat political actors. It is in fact a program planned to mobilize the population around the electoral question so that from their vote come to power people and programs that meet their aspirations.

Désignation des membres de la CENI : les confessions religieuses de la RDC s’activent

La plateforme des confessions religieuses vient de relancer le processus de désignation des membres au Bureau de la Commission Électorale Nationale Indépendante (CENI), apprend-on par l’abbé Donatien Nshole, porte-parole de la plateforme.                

Dans la lecture du communiqué de ce 20 mars 2021, cette plateforme demande aux personnes désireuses de se présenter sous la bannière des confessions religieuses de présenter leurs candidatures auprès des confessions religieuses de leur choix au plus tard le 9 avril 2021.

Pour rappel, Ronsard Malonda avait été désigné à la tête de la CENI. Toutefois, sa nomination avait suscité plusieurs mécontentements au sein de l’opinion. 

Appointment of CENI members: DRC religious denominations are active

The Platform of Religious Confessions has just relaunched the process of appointing of member’s staff to the Bureau of the Independent National Electoral Commission (CENI), according to the Abbé Donatien Nshole, spokesperson for the platform.

In reading the press release of March 20, 2021, this platform asks people wishing to present themselves under the banner of religious denominations to submit their candidacies to the religious denominations of their choice no later than April 9, 2021.

As a reminder, Ronsard Malonda had been appointed as head of the CENI. But his appointment had sparked much public discontent.

After the announcement of the registration of candidatures for the appointment of CENI members by the platform of religious denominations of the DRC, Me Sylvain Lumu Mbaya, director of the Institute for Citizens' Alternatives for Democratic Governance, submitted his application for candidacy for the post of president of the Independent National Electoral Commission (CENI) at the Secretariat for the processing of candidacies of the Islamic Community in the Democratic Republic of Congo (DRC).

Adolphe Muzito et Martin Fayulu se sont opposés officiellement à la démarche des confessions religieuses pour la désignation de nouveaux animateurs de la CENI. Ils l’ont fait savoir ce lundi 22 mars à travers un communiqué de presse.

D’après le communiqué de Lamuka, lancer l’appel au dépôt des candidatures avant les réformes électorales et celles de la CENI,  donne l’impression que les chefs des églises n’ont pas tiré de leçons des controverses nées lors de la désignation de Ronsard Malonda à la tête de la CENI.

Adolphe Muzito and Martin Fayulu officially opposed the approach of religious denominations for the appointment of new leaders of the CENI. They made it known this Monday, March 22 through a press release.

According to the LAMUKA press release, launching the call for the submission of candidatures before the electoral reforms and the CENI, is a position which gives the impression that the heads of the churches have not learned lessons from the controversies born during the the appointment of Ronsard Malonda at the head of the CENI.

 
 

Appel à la cohésion nationale lancé par l’opposant congolais Martin Fayulu

Le coordonnateur de la coalition Lamuka, Martin Fayulu, a déploré et condamné ce samedi 20 mars 2021 au Collège Boboto, lors d’une séance de vulgarisation du projet de loi de Lamuka, portant organisation et fonctionnement de la CENI, les massacres des Congolais qui continuent à être perpétrés dans la partie est de la République Démocratique du Congo. 

Le président de l’ECIDé (Engagement pour la Citoyenneté et le Développement) a lancé un appel à la cohésion nationale en ces termes : « Il y a un sursaut d’orgueil qui doit nous habiter pour qu’on se dise, mettons ce qui nous divise de côté, faisons en sorte qu’il y ait cohésion nationale. Et pour qu’il y ait cohésion nationale, les gens doivent regarder dans la même direction, et pour regarder dans la même direction, nous devons avoir des textes. Le premier texte c’est la Constitution, nous l’avons et puis des lois qui viennent après. Et nous devons regarder tous dans la même direction. Si nous voulons vraiment que ce pays aille de l’avant, nous arriverons.

Call for national cohesion launched by Congolese opponent Martin Fayulu

The coordinator of the LAMUKA coalition, Martin Fayulu, deplored and condemned this Saturday, March 20, 2021 at the Boboto College, during a popularization session of the LAMUKA bill, on the organization and functioning of the CENI, the massacres of the Congolese who continue to be perpetrated in the eastern part of the Democratic Republic of the Congo.

The president of ECIDé launched an appeal for national cohesion in these terms: “There is a burst of pride that must reside in us so that we can say, let's put what divides us aside, let's make sure that 'there is national cohesion. And for there to be national cohesion, people have to look in the same direction, and to look in the same direction, we have to have texts. The first text is the Constitution, we have it and then laws that come after. And we have to all look in the same direction. If we really want this country to move forward, we will.

 
 

L’appel de l’Église du Christ au Congo (ECC) pour mettre fin à l’insécurité dans la région de l’est de la RDC

L’Église du Christ au Congo (ECC) demande au président de la République de mettre fin à l’insécurité qui prévaut dans la région de Beni, au Nord-Kivu et dans la province de l’Ituri voisine le plus tôt possible. Cet appel a été lancé le jeudi 18 mars à l'issue d’une rencontre des pasteurs membres de l’ECC réunis à ce sujet dans la ville de Butembo.

Dans un message, l’ECC déclare avoir constaté que la situation sécuritaire, caractérisée par des massacres, ne fait qu'empirer dans la région, en dépit de plusieurs promesses de paix qui ont nourri un certain espoir au sein de la population.

The call of the Church of Christ in Congo (ECC) to end insecurity in the eastern region of the DRC

The Church of Christ in Congo (ECC) calls on the President of the Republic to end the prevailing insecurity in the Beni region, North Kivu and neighboring Ituri province as soon as possible. The appeal was launched on Thursday (March 18) after a meeting of pastors members of the ECC gathered on the subject in the town of Butembo.

In a message, the ECC says it has observed that the security situation, characterized by massacres, is worsening in the region, despite several promises of peace that have fueled some hope among the population.

 
 

L’Église kimbanguiste se prépare à la célébration de son centenaire d’existence

L’Église kimbanguiste s’apprête à célébrer son centenaire le 6 avril 2021. Des festivités sont prévues à la terre sainte Nkamba, considérée par les kimbanguistes comme la nouvelle Jérusalem. Depuis l’annonce de ces festivités, le chef spirituel de cette Église, Simon Kimbangu, accorde aux fidèles, autres sympathisants et personnalités politiques des audiences et échanges autour des préparatifs de ladite célébration.

Par ailleurs, selon le directeur de cabinet du chef spirituel de l’Église kimbanguiste Landu Ndombasi, le président de la République Félix Tshisekedi a répondu favorablement à la demande de parrainage de ce centenaire. « Cela fait exactement un siècle que les fidèles kimbanguistes du monde entier s’organisent, se préparent et se mobilisent pour fêter ce premier centenaire de l’Église de Jésus-Christ sur la terre par son envoyé spécial Papa Simon Kimbangu », a-t-il renchéri.

The Kimbanguist Church prepares for the celebration of its centenary of existence

The Kimbaguist Church is preparing to celebrate its Centenary on April 6, 2021. Festivities are planned in the holy land of Nkamba, considered by Kimbanguists to be the New Jerusalem. Since the announcement of these festivities, the spiritual leader of this church, Simon Kimbangu, has been giving the faithful, other supporters and political figures audiences and discussions around the preparations for the said celebration.

Moreover, according to the Chief of Staff of the Spiritual Chief of the Kimbanguist Church Landu Ndombasi, the President of the Republic Félix Tshisekedi responded favorably to the request for sponsorship of this centenary. “It has been exactly a century that the faithful Kimbanguists around the world have been organizing, preparing and mobilizing to celebrate this first centenary of the Church of Jesus Christ on earth through his special envoy Papa Simon Kimbangu” he added.

 
 

L’ancien Premier ministre, Matata Ponyo, demande aux acteurs politiques de ne pas instrumentaliser la jeunesse du Maniema

L’ancien Premier ministre, Matata Ponyo, recommande à l’Assemblée provinciale et au gouvernement du Maniema de privilégier la paix dans la crise qui les oppose. Il a fait cette déclaration au cours d’une conférence de presse tenue le vendredi 19 mars à Kindu. Ainsi, il a appelé les acteurs politiques de la province à mettre fin à l’instrumentalisation de la jeunesse :

«J’insiste sur la non-instrumentalisation de la population. Beaucoup d’opérateurs politiques commencent à utiliser la jeunesse pour leurs intérêts personnels. Nous devons plutôt bâtir sur cette jeunesse, un avenir meilleur et radieux ».

Former Prime Minister Matata Ponyo calls on political actors not to instrumentalize the youth of Maniema

Former prime minister Matata Ponyo urges the provincial assembly and the government of Maniema to prioritize peace in the crisis between them. He made the statement during a press conference held on Friday March 19 in Kindu. Thus, he called on the political actors of the province to put an end to the instrumentalization of the youth:

"I insist on the non-instrumentalization of the population. Many political operators are starting to use the youth for their personal interests. Rather, we must build on this youth, a better and radiant future”.

Maniema province has been going through a crisis between the executive and the legislature since the ouster of provincial governor Auguy Musafiri Nkola Mioma by the provincial assembly.

 
 

Les notables de Sankuru obtiennent l’accord pour la production des manuels scolaires en otetela

La province du Maniema traverse une crise entre l’exécutif et le législatif depuis l’éviction du gouverneur de la province Auguy Musafiri Nkola Mioma par l’Assemblée provinciale.

Déterminée à pérenniser l’enseignement de base en langue otetela/kitetela, une délégation des notables du Sankuru composée de Léonard She Okitundu, Lambert Mende Omalanga et d'autres leaders de la province a été reçue, mardi 16 mars, par le ministre de de l’Enseignement Primaire Secondaire et Technique (EPST), Willy Bakonga, pour obtenir les explications, les clarifications et les assurances au sujet de la supposée suppression de la langue otetela/kitetela dans l’enseignement élémentaire au Sankuru.

Après avoir démontré au ministre le « caractère exceptionnel » de cette langue, il a été retenu que la langue otelela/kiketela garde son statut d’exception dans l’enseignement. Les notables du Sankuru ont obtenu l’accord du gouvernement pour la production des manuels scolaires ou support pédagogique en otetela/kitetela.

Sankuru notables obtain approval for production of Otetela school textbooks

Determined to perpetuate basic education in the Otetela / Kitetela language, a delegation of notables from Sankuru made up of Léonard She Okitundu, Lambert Mende Omalanga and the other leaders of the province were received on Tuesday March 16 by the Minister of 'Primary Secondary and Technical Education (EPST), Willy Bakonga, for explanations, clarifications and assurances regarding the supposed suppression of the Otetela / Kitetela language in elementary education in Sankuru.

After demonstrating to the Minister the "exceptional character" of this language, it was decided that the Otelela / Kiketela language retains its status as a secular exception in education. The notables of Sankuru have obtained the agreement of the Government for the production of school books or teaching aids in Otetela / Kitetela.

 
 

Formation des cadres de la police sur la cohésion sociale

Une trentaine de cadres de la Police Nationale Congolaise (PNC) sont en formation sur la cohésion sociale , à Thikapa, dans la commune de Dibumba 2, depuis le lundi 15 mars 2021.

Une séance de renforcement des capacités est mise en œuvre par la Police des Nations-Unies (UNPOL). Il s’agit d’une formation des formateurs au sein des services de sécurité qui s’étendra sur une durée de quinze jours soit du 15 au 31 mars 2021.

D'après le chef du sous-bureau de l'OIM/Tshikapa, Amadou Bello, relayé par le site d’info 7sur7.CD, cette formation s'inscrit dans le cadre du projet de « renforcement de la cohésion sociale et la confiance entre la population et les autorités à travers la police de proximité, le dialogue et la revitalisation socio-économique ».

Training of police officers on social cohesion

Thirty executives of the Congolese National Police (PNC) have been training on social cohesion in particular in the commune of Dibumba 2, in the city of Thikapa, since Monday, March 15, 2021.

This is a capacity building session implemented by the United Nations Police (UNPOL). This is a training of trainers within the security services which will last for 15 days, from March 15 to 31, 2021.

According to the head of the IOM / Tshikapa sub-office, Amadou Bello, relayed by the info site 7sur7.CD, this training is part of the project to "strengthen social cohesion and trust between the population and the authorities through community policing, dialogue and socio-economic revitalisation”.

 
 

Deux colonels déserteurs FARDC recrutent des étrangers pour une guerre à l’est

Le député national Claude Misare alerte que le colonel Charles Sematama, qui a déserté l’armée loyale congolaise en février 2021, est présentement en train de recruter des jeunes étrangers à Minembwe dans le territoire de Fizi au Sud-Kivu, aux côtés d’un autre colonel déserteur Rukunda Makanika. D’après l’élu d’Uvira qui lance cette alerte, ces deux officiers déserteurs disposent d’une somme importante d’argent afin de recruter des jeunes étrangers pour une éventuelle énième guerre dans l’est du Congo.

Two FARDC deserting colonels recruit foreigners for a war in the East

National deputy Claude Misare warns that Colonel Charles Sematama, who deserted the loyal Congolese army in February 2021, is currently recruiting young foreigners in Minembwe in Fizi territory in South Kivu, alongside another Colonel deserter Rukunda Makanika. According to the elected Uvira who launched this alert, he indicates that these two deserting officers have a large sum of money to recruit young foreigners for a possible umpteenth war in eastern Congo.

 
 

Quatre officiers de la communauté banyamulenge ont quitté les FARDC depuis janvier 2021 selon KST

Au total, quatre officiers, supérieurs des Forces Armées de la République Démocratique du Congo (FARDC) originaires de la communauté banyamulenge ont déserté depuis janvier 2021 pour rejoindre le groupe armé Twigwaneho dans les hauts plateaux de Fizi au Sud-Kivu. Selon le Baromètre Sécuritaire du Kivu (KST) du Groupe d’Études sur le Congo (GEC), ces défections en chaîne sont dues à leur manque de confiance envers le chef de l’État Félix Tshilombo Tshisekedi.

Le Baromètre Sécuritaire du Kivu souligne par ailleurs qu’une source diplomatique occidentale note qu’au moins six officiers et vingt militaires auraient quitté les rangs des FARDC en 2021 pour rejoindre les Twigwaneho.

Four officers from the Banyamulenge community have left the FARDC since January 2021, according to KST

A total of four officers, superiors of the Armed Forces of the Democratic Republic of Congo (FARDC) from the Banyamulenge community have deserted since January 2021 to join the Twigwaneho armed group in the highlands of Fizi in South Kivu. According to the Kivu Security Barometer (KST) of the Congo Study Group (GEC), these chain defections are due to their lack of confidence in the head of state Félix Tshilombo Tshisekedi.

The Kivu Security Barometer also points out that a Western diplomatic source notes that at least 6 officers and 20 soldiers have left the ranks of the FARDC in 2021 to join the Twigwaneho.

 
 

Honoré Ngbanda, ancien homme fort du régime de Mobutu, est décédé depuis le Maroc

Considéré par certains comme un complotiste et propagateur de discours de haine anti-rwandais et par d’autres comme celui qui, pendant plusieurs années, a travaillé à l’éveil de la conscience collective du peuple congolais ainsi que dans la lutte pour la libération du Congo, Honoré Ngbanda a tiré sa révérence au Maroc en date du 21 mars 2021. 

Personnage controversé, après son exil en Belgique, l’ancien sbire du régime de Mobutu s’était investi, depuis plus de deux décennies sur le front de la recherche et de la politique à travers ses publications d’ouvrages et son mouvement dénommé Alliance des Patriotes pour la Refondation du Congo (APERECO).

D’après Félix Mukwiza, dont l’opinion a été relayée par le média belge, La Libre Afrique, les thèses de Ngbanda se résumeraient par ce credo : la RDC est victime d’un complot international ayant avalisé l’occupation du pays par les Tutsis rwandais depuis la guerre de l’AFDL. Le président rwandais Paul Kagame est présenté comme le principal instigateur de ce complot, mais il agirait au service des puissances hégémoniques occidentales, surtout anglo-saxonnes, et des multinationales convoitant les richesses de la RDC.

Honoré Ngbanda, former strongman of the Mobutu regime, died from Morocco

Considered by some to be a conspirator and propagator of anti-Rwandan hate speech and by others as the one who, for several years, worked in the awakening of the collective conscience of the Congolese people and in the struggle for the liberation of the Congo, Honoré Ngbanda bowed out in Morocco on March 21, 2021.

Controversial figure, after his exile in Belgium, the former henchman of the Mobutu regime had invested, for more than two decades on the front of research and politics through his publications of books and his movement called Alliance des Patriots for the Refoundation of Congo (APERECO).

 According to Félix Mukwiza, whose opinion was relayed by the Belgian media, La Libre Afrique, Ngbanda's theses could be summed up by this credo: the DRC is the victim of an international plot that has endorsed the Tutsi-Rwandan occupation of country since the AFDL war. The Rwandan president Paul Kagame is presented as the main puller of the strings of this plot but would act in the service of the Western hegemonic powers, especially Anglo-Saxon, and multinationals coveting the riches of the DRC.
