Polémique autour de la subvention de l’Etat pour le Hadj

Le 6 juin, le Ministre des Affaires Coutumières et Religieuses a fait le point des préparatifs du pèlerinage des fidèles musulmans à la Mecque. Il a évoqué la convention signée entre l’Etat Burkinabè et l’Arabie Saoudite pour une bonne préparation du Hadj. Il s’agissait, entre autres, du quota des voyageurs et des frais de participation. Le Ministre a annoncé qu’une subvention serait accordée par l’Etat, à hauteur de huit cent millions de FCFA, au bénéfice des pèlerins pour alléger les frais de participation au pèlerinage.

Cette annonce n’a pas été bien accueillie au sein d’une partie de l’opinion publique qui y voit un favoritisme envers la communauté musulmane. L’Imam du Cercle d’Etudes de Recherches et de Formations Islamiques (CERFI), a estimé que cette subvention n’était pas nécessaire, vu le contexte socioéconomique difficile, et qu’ elle remettait en cause l’équité vis-à-vis des autres communautés. Pour l’imam, si une telle subvention n’est pas accordée aux autres communautés religieuses, elle mettra en mal la cohésion sociale. Mais, si elles en bénéficient également, le gouvernement devra rendre cela transparent afin de maintenir la cohésion sociale.

Hajj 2022: the subsidy of the government is not appreciated

On June 6, the Minister of Traditional and Religious Affairs reviewed the preparations for the pilgrimage of Muslims to Mecca. He mentioned the convention signed between them and Saudi Arabia for a good preparation of the Hajj. It was about the quota of travelers and the participation fees. The Minister announced that a subsidy will be granted by the government to the tune of eight hundred million for the benefit of pilgrims in order to alleviate the costs of participation in the pilgrimage. This announcement was not well received by a part of the public opinion, who saw it as a kind of favoritism  towards the Muslim community. The Imam of the Cercle d'Etudes de Recherches et de Formations Islamiques (CERFI),  considered that this subsidy was not  necessary, regarding to the difficult socio-economic context, the financing of the Hajj is not a priority, and  it could call into question the fairness towards other communities. For the Imam, if such a subsidy is not granted to other religious communities, then it will undermine social cohesion and , if they benefit from it as well, the government should make it transparent in order to maintain social cohesion.

Le Dr Daouda Diallo lauréat du prix Martin Ennals

Le 2 juin, le Dr Daouda Diallo a reçu le prix Martin Ennals à Genève par la Fondation du même nom. Ce prix est décerné aux défenseurs des droits humains, en reconnaissance de leurs combats en faveur de la liberté et de la dignité humaine.

Le Dr Diallo est connu pour son action au sein du Collectif contre l’Impunité et la Stigmatisation des Communautés (CISC). Il s’est révélé au public après le massacre de la communauté peuhle de Yirgou en janvier 2019 dont le dénouement judiciaire se fait toujours attendre. Le CISC a récemment fait des déclarations sur des cas d’enlèvements et d’assassinat par les forces de l’ordre Burkinabè sur des individus issus de la communauté peuhle.

Ils étaient trois lauréats à recevoir le prix Martin Ennals. Les deux autres lauréats - une Vietnamienne et un Bahreïnien - n’ont pu se présenter car ils sont incarcérés dans leurs pays respectifs pour avoir dénoncé les abus de leurs gouvernements.

Dr. Daouda Diallo receives the Martin Ennals Award

On Thursday, June 2, 2022, Dr. Daouda Diallo was awarded the prestigious Martin Ennals Award in Geneva by the Martin Ennals Foundation. This award is given to human rights defenders in recognition of their struggles for freedom and human dignity. Dr. Diallo is well known for his activism with the Collective Against Impunity and Stigmatization of Communities (CISC). He came to the attention of the Burkinabe public after the massacre of the Fulani community of Yirgou in January 2019, the judicial outcome of which is still pending. The CISC recently made statements on cases of kidnapping and murder by Burkinabè law enforcement agencies of individuals from the Fulani community.

There were three nominees to e the Martin Ennals Award, however the other laureates, including a Vietnamese woman and a Bahraini man, were unable to attend because they are incarcerated in their respective countries for speaking out against their governments' abuses.

Journée de réflexion pour les acteurs du dialogue interreligieux

Le mardi 31mai, s’est tenu à Ouagadougou un atelier national sur l’apport des leaders religieux et coutumiers dans la promotion du vivre ensemble au Burkina Faso. Elle a été organisée par l’Union Fraternelle des Croyant de Dori (UFC-Dori), dans le cadre de la réalisation du Projet pour la Promotion du Vivre Ensemble (Pro-DIVE). C’est une soixantaine de personnalités religieuses et coutumières qui se sont ainsi réunis afin de partager leurs expériences et élaborer ensembles de nouvelles stratégies pour améliorer leurs actions. A cet effet, une liste répertoriant les acteurs engagés dans le dialogue interreligieux sera dressée. Elle devra permettre une meilleure collaboration entre eux. Le Ministre des Affaires Religieuses et Coutumières présent à l’atelier, a réitéré la volonté du gouvernement à accompagner les acteurs du vivre ensemble dans leur mission.

Day of reflection for actors of interreligious dialogue

On Tuesday, May 31, a national workshop was held in Ouagadougou on the contribution of religious and customary leaders in promoting living together in Burkina Faso. It was organized by the Union of Brotherly Believers of Dori (UFC-Dori), as part of the implementation of the Project for the Promotion of coexistence (Pro-DIVE). About sixty religious and traditional personalities met to share their experiences and develop new strategies to improve their actions. To this end, a list of actors involved in interreligious dialogue will be drawn up. It should allow for better collaboration between them. The Minister of Traditional and Religious Affairs, who attended the workshop, reiterated the government's willingness to support the actors of coexistence in their mission.

L’association Appel du Manéga prône la réconciliation

Les membres de l’Association « Appel du Manéga », ont tenu le 4 juin, un café débat autour du thème : « la réconciliation comme solution aux échecs de la gouvernance politique».

Lookman Sawadogo, secrétaire général et modérateur du débat, a affirmé que l’histoire politique du Burkina démontre que le pouvoir passe par la violence. Il n’est pas d’accord avec ceux qui réclament le retour des exilés politiques et la libération de certains prisonniers politiques comme condition sine qua non à une réconciliation nationale. Pour lui, une véritable réconciliation nationale nécessite une refondation de la société Burkinabè.

 Les autres intervenants ont souligné l’importance d’aller vers la réconciliation, pour sortir du cycle de rancœurs et de haines. Ils ont lancé un appel à la jeunesse afin qu’elle s’implique davantage dans le processus de réconciliation, car elle représente 70% de la population Burkinabè.

The association "Appel du Manéga" advocates reconciliation

The members of the Association "Appel du Manéga", held on , June 4, a coffee debate on the theme: "reconciliation as a solution to the failures of political governance, social crisis, social breakdown and the misery of youth". Lookman Sawadogo, secretary general and moderator of the debate said that the political history of Burkina Faso shows that power is achieved through violence. He doesn’t agree with public opinion that demands the return of political exiles and the release of certain political prisoners as an essential condition for true national reconciliation. For him, a true national reconciliation requires a refoundation of society. The other speakers emphasized the importance of going for reconciliation at the risk of getting into a cycle of resentment and hatred. They appealed to the youth to become more involved in the reconciliation process because they represent 70% of the Burkinabe population.

Le 5 juin, le Centre d’Etudes, de Recherches et de Formations Islamique, a organisé une conférence publique à Ouahigouyan dans la région du Nord.

Cette initiative - qui sera mise en application dans toutes les régions du pays- avait pour but de sensibiliser les populations sur le vrai message de l’Islam et d’inciter chaque fidèle à cultiver la tolérance, l’entraide et la solidarité afin de renforcer la cohésion sociale selon le conférencier.

On June 5, the Center for Islamic Studies, Research and Training organized a public conference in Ouahigouya. According to the speaker, the initiative, which will be implemented in all regions of the country, aims to raise people's awareness of the true message of Islam and to encourage each believer to cultivate tolerance, mutual aid and solidarity in order to strengthen social cohesion.

Le 5 juin, la confrérie des dozos, des chasseurs, ont organisé la troisième édition du « Djibon » au bord du barrage de Tanghin, à Ouagadougou.

Cette cérémonie avait pour but de demander la clémence des ancêtres pour intercéder en faveur du peuple burkinabè auprès de Dieu pour le retour de la paix et la protection, mais aussi encourager les gens à revenir aux traditions.

On June 5, the brotherhood of dozos, a group of hunters, organized the third edition of «Djibon" on the edge of the Tanghin dam, in Ouagadougou. The purpose of the ceremony was to ask for the clemency of the ancestors to intercede on behalf of the Burkinabè people for the return of peace and protection, and to also encourage people to return to traditions.

Renforcer les liens entre civils et militaires pour vaincre le terrorisme

Les forces de défenses et de sécurité (FDS) engagées dans les opérations de sécurisation de la région de la Boucle du Mouhoun au Burkina Faso, ont organisé des séances de consultations et de distribution de médicaments au profit des populations de Bourasso, une localité de la région.

Selon l’État-major général des armées du Burkina Faso, cette initiative constitue un levier important de la lutte contre le terrorisme, car elle permet de renforcer les liens entre les forces engagées et les populations civiles.

Strengthening Civil-Military Ties to Defeat Terrorism

The defense and security forces engaged in security operations in the Boucle du Mouhoun region of Burkina Faso, organized medical consultation sessions and drug distribution for the people of Bourasso, a locality in the region. According to the General Staff of the army, the initiative is an important lever in the fight against terrorism, because it strengthens the links between the military forces involved and the civilian populations.

Le but de cet évènement était de renforcer les liens de solidarité et de promouvoir la culture sénoufo au Burkina Faso.

Organized under the theme, “Senufo Cultural Identity and Modernity: Challenges and Prospects”, the Senufo community organized the 6th edition of its cultural day on June 4 in Ouagadougou. The purpose of this event is to strengthen the bonds of solidarity and to promote Senufo culture in Burkina Faso.

Les tensions entre dirigeants sont une des causes de l’insécurité

Le 31 mai, la Coalition Centriste pour la Paix (CCP), une coalition de partis politiques, a tenu une conférence de presse à Ouagadougou. Le coordonnateur de la coalition a demandé le soutien de tous aux autorités de la transition car  « c’est dans la synergie d’actions, que des solutions pour le retour de la paix pourront être trouvées ».

 Il a laissé entendre que la situation sécuritaire que traverse le Burkina est liée à la tension qui existe entre plusieurs dirigeants du pays.

On May 31, the Centrist Coalition for Peace (CCP), a coalition of political parties, held a press conference in Ouagadougou. The coordinator of the coalition called on the Burkinabe people to support the leaders of the transition because it is in the synergy of actions, that solutions for peace can be found. He also affirmed that the security situation in the country is linked to the tension that exists between some leaders.

Les 2 et 4 juin l’armée burkinabè a neutralisé plusieurs terroristes et détruit des moyens logistiques dans les régions du Centre-Nord, du Nord et du Sahel.

Dans la lutte contre le terrorisme, le Président du Faso a proposé deux alternatives : la voie du dialogue ou l’offensive militaire.

Update on the security situation

On June 2 and 4, the army of Burkina Faso neutralized several terrorists and destroyed logistical resources in the northern north-central, north and Sahel regions.

Finally, the President of Faso has proposed two alternatives to win in the fight against terrorism. It is the path of dialogue on the one hand and the military offensive on the other.
