Cérémonie officielle marquant la fin des opérations de la Task Force Sabre

Le 19 février, l’État-Major général des Armées du Burkina Faso a annoncé dans un communiqué la fin des opérations de la force française Sabre au Burkina Faso basée à Bila Zagré à Kamboinsin en périphérie de la capitale du pays. En effet, le 18 février, une cérémonie solennelle de descente de drapeaux a marqué la fin des opérations de la Task Force Sabre engagée depuis 2018 sur le sol burkinabè dans le cadre de la lutte contre le terrorisme. Présidée par le colonel Adam NERE, Chef d’État-Major de l’Armée de Terre, représentant le Chef d’État-Major général des Armées et le lieutenant-colonel Louis Lecacheur, représentant le Commandant de la Task Force, cette cérémonie fait suite à la dénonciation des accords de défense liant les deux pays, par le gouvernement de la transition en fin janvier. Selon le communiqué, « le désengagement des équipements et matériels restants de Sabre sera finalisé par une équipe de logisticiens déployés à cet effet, selon un chronogramme défini en accord avec l'État-major général des Armées ».

Official ceremony marking the end of Task Force Sabre operations

On 19 February, the General Staff of the Armed Forces of Burkina Faso announced in a press release the end of the operations of the French force Sabre in Burkina Faso, based in Bila Zagré in Kamboinsin, on the outskirts of the country's capital. Indeed, on 18 February, a solemn flag-lowering ceremony marking the end of operations of Task Force Sabre engaged since 2018 on Burkinabe soil in the fight against terrorism. Presided over by Colonel Adam NERE, Chief of Staff of the Army, representing the Chief of General Staff of the Armed Forces and Lieutenant Colonel Louis Lecacheur, representing the Commander of the Task Force, this ceremony follows the denunciation of the defence agreements linking the two countries by the transitional government at the end of January. According to the communiqué, "The disengagement of the remaining equipment and materials from Sabre will be finalised by a team of logisticians deployed for this purpose, according to a timetable defined in agreement with the General Staff of the Armed Forces.

France 24 et Femina FM mis en demeure par le CSC

Le Conseil supérieur de la Communication (CSC) a mis en demeure Femina FM et France 24 pour avoir violé les règles de communication au Burkina Faso. Femina FM a été mis en demeure pour avoir autorisé un auditeur à tenir des propos qualifiés d’incitatifs à l'intolérance religieuse, à la haine envers d'autres religions, envers les Forces de défense et de sécurité (FDS), et les Volontaires pour la défense de la patrie (VDP), lors de son émission interactive « Neckré » le 4 janvier.

France 24 a été mis en demeure pour avoir attribué au gouvernement burkinabè, l'expression « rebelles islamiques ».

Le gouvernement burkinabè avait également suspendu les programmes de Radio France Internationale (RFI) en décembre dernier pour avoir relayé les propos d'un terroriste invitant les populations à ne pas s'enrôler dans les rangs des VDP et pour avoir rapporté une tentative de coup d'État au Burkina Faso.

France 24 and Femina FM put on notice by the CSC

The Superior Council of Communication has issued a formal notice to Femina FM and France 24 for violating the rules of communication in Burkina Faso. Femina FM has been given formal notice for having allowed a listener to make remarks qualified as inciting religious intolerance, hatred towards other religions, towards the Defence and Security Forces, and the Volunteers for the Defence of the Homeland, during its interactive programme "Neckré" on 4 January 2023.

As for France 24, it was put on notice for having attributed to the Burkinabe government the term "Islamic rebels". It should be noted that the Burkinabe government had also suspended the programmes of Radio France Internationale (RFI) in December 2022 for having relayed the words of a terrorist inviting the population not to enlist in the ranks of the Volunteers for the Defence of the Homeland (VDP) and for having reported an attempted coup d'état in Burkina Faso.

La traditionnelle sortie des masques à feuilles, appelée traditionnellement le « Do », s'est déroulée le 9 février à Dédougou avec pour objectif de renforcer la paix et la symbiose au sein des communautés régionales et nationales, selon Lombo Dayo, émissaire des coutumiers.

L'événement a été présenté cette année comme un catalyseur de renforcement de la paix, de la cohésion sociale et de la sécurité pour les populations, et a été célébré dans la joie et l'allégresse par les habitants de la ville. 

Moments of popular celebration in Dédougou

The celebration of leaf masks, traditionally called "Do", took place on 9 February in Dédougou with the aim of strengthening peace and symbiosis within regional and national communities, according to Lombo Dayo, emissary of the traditional people. The event was presented this year as a catalyst for strengthening peace, social cohesion and security for the people, and was celebrated with joy and gladness by the inhabitants of the town.

Projets communs entre le Burkina, la Guinée et le Mali

Un sommet des ministres des Affaires étrangères du Burkina Faso, de la Guinée et du Mali s’est tenu le 9 février, à Ouagadougou. À l’issue de cette rencontre, les trois ministres ont fait une déclaration conjointe. Ils ont annoncé la tenue de consultations politiques et diplomatiques afin de faire de leur partenariat, un axe gagnant pour le bien de leurs populations.

Plusieurs points ont été abordés, notamment la construction d’un chemin de fer Conakry-Bamako-Ouagadougou et la construction de routes intermédiaires entre les trois pays pour faciliter la libre circulation des personnes et des biens.

Sur le plan sécuritaire, les trois pays entendent conjuguer leurs efforts et ceux des pays de la sous-région pour faire face à l’insécurité dans la bande sahélo-saharienne.

Ils ont également critiqué les sanctions de la CEDEAO qui, selon eux, ne prennent souvent pas en compte les causes profondes et complexes des changements politiques.

Joint projects between Burkina, Guinea and Mali

A summit of foreign ministers from Burkina Faso, Guinea and Mali was held on 9 February in Ouagadougou. At the end of the meeting, the three ministers issued a joint declaration. They announced the holding of political and diplomatic consultations in order to make their partnership a winning one for the benefit of their populations.
Several points were discussed, notably the construction of a Conakry-Bamako-Ouagadougou railway and the construction of intermediate roads between the three countries to facilitate the free movement of people and goods.
On the security front, the three countries intend to combine their efforts with those of the countries of the sub-region to deal with insecurity in the Sahel-Saharan strip.
They also criticised ECOWAS sanctions, which they say often fail to take into account the deep and complex causes of political change.

Deux employés burkinabè de MSF tués dans une attaque au nord-ouest du Burkina Faso

Le mercredi 8 février, deux employés burkinabè de Médecins sans frontières (MSF) ont été tués lors de l'attaque d'une voiture médicale par des hommes armés au nord-ouest du Burkina Faso. Dans un communiqué publié le même jour, MSF a condamné cet assassinat et suspendu ses activités dans la région de la Boucle du Mouhoun.

Isabelle Defourny, présidente de MSF, a déclaré que cette attaque était délibérée et intentionnelle sur une équipe humanitaire clairement identifiée dans le cadre de sa mission médicale, ajoutant que l'association était bouleversée et indignée par cet acte.

Le gouverneur de la région de la Boucle du Mouhoun, Babou Pierre Bassinga, a présenté ses condoléances à l'ONG.

Two Burkinabe MSF staff killed in attack in northwest Burkina Faso

On Wednesday 8 February, two burkinabe employees of Médecins Sans Frontières (MSF) were killed in an attack on a medical car by armed men in the northwest of Burkina Faso. In a statement issued the same day, MSF condemned the killing and suspended its activities in the Boucle du Mouhoun region.

Isabelle Defourny, president of MSF, said the attack was deliberate and intentional on a clearly identified humanitarian team on a medical mission, adding that the organisation was shocked and outraged by the act.

The governor of the Boucle du Mouhoun region, Babou Pierre Bassinga, expressed his condolences to Médecins Sans Frontières in a statement.

Éclairage sur les défis pour la communauté musulmane

Avec l’accession au pouvoir du Capitaine Ibrahim Traoré après le coup d’État, de nouveaux acteurs politiques ont émergé en se réclamant de lui. Cela a suscité des préoccupations au sein d’une partie de l’opinion qui associe ces acteurs à des musulmans et à la langue arabe.

Pour Ismaël Tiendrébeogo, imam du CERFI et de l’AEEMB, il n'y a pas lieu de faire cette confusion, car de nombreux pasteurs protestants et des catholiques soutiennent également le président Traoré. Il rejette l'idée selon laquelle l'utilisation de la langue arabe serait réservée aux seuls musulmans et ne devrait pas être utilisée dans l'espace public, soulignant que c'est une langue utilisée dans la transmission du savoir scientifique au Burkina Faso depuis les années 90.

Au sujet de la laïcité, Ismaël Tiendrébeogo explique qu'il n'y a pas de laïcité burkinabè, mais plutôt une tendance à vouloir instituer une laïcité qui prône l'interdiction du religieux dans les affaires publiques, comme c'est le cas en France. Il rappelle que la laïcité française n'est pas applicable telle quelle dans tous les pays.

Le samedi 4 février, l’association Madjilissou Darou Zamzam a organisé une conférence publique à Ouagadougou. Sous le thème « Cohésion sociale et lutte contre l’insécurité au Burkina Faso : quelle attitude du musulman ? », la conférence a été animée par plusieurs conférenciers, y compris le Cheick Ismaël Derra. Selon lui, la cohésion sociale est essentielle pour le développement.

Focus on the challenges for the Muslim community

With the accession to power of Captain Ibrahim Traoré in Burkina Faso after the coup d'état, new political actors have emerged claiming to be his followers. This situation has raised concerns among some people who associate these actors with Muslims and the Arabic language. For Ismaël Tiendrébeogo, Imam of CERFI and AEEMB, there is no need to make this confusion because many pastors and Catholics also support Traoré. He rejects the idea that the use of Arabic is reserved for Muslims and should not be used in the public space, pointing out that it is a language used in the transmission of scientific knowledge in Burkina Faso since the 1990s.

On the subject of secularism, Ismaël Tiendrébeogo explained that there is no Burkinabe secularism, but rather a tendency for a secularism that advocates the prohibition of religion in public affairs, as is the case in France. He recalled that French secularism is not applicable in all countries.

On Saturday 4 February, the Madjilissou Darou ZAMZAM Association organised a public conference in Ouagadougou. Under the theme "Social cohesion and the fight against insecurity in Burkina Faso: what attitude of the Muslim?", the conference was led by several speakers, including Cheick Ismaël Derra. According to him, social cohesion is essential for development.

Des organisations alertent sur la situation humanitaire catastrophique

Le Mouvement burkinabè des droits de l’homme et des peuples (MBDHP), le Conseil régional des organisations de la société civile et l'association Tartit ont organisé une conférence de presse à Dori le 10 février. Selon le président de MBDHP/Séno, Abdoulaye Hoeffi Dicko, l'objectif de la rencontre était d'échanger avec les médias sur la situation sécuritaire, humanitaire et des droits humains dans la région du Sahel.

Selon ces organisations, malgré les mesures prises par les différents régimes successifs à la tête du pays, la crise sécuritaire dans la région du Sahel continue de se détériorer.

La situation humanitaire est catastrophique dans la région, avec près de 497 000 déplacés internes recensés au 31 décembre par le Conseil national de secours d’urgence et de réhabilitation. Les violences basées sur le genre, la suspension de la distribution de cash par le gouverneur de la région du Sahel, ainsi que l'incapacité des services de l’action sociale à répondre à toutes les demandes des déplacés, sont autant de difficultés que doivent affronter les personnes déplacées dans certaines zones du Sahel.

La coordination a souligné que l'interdiction de la distribution de cash dans la région est injustifiée et a exhorté le gouvernement à prendre des mesures pour résoudre cette situation, pour ne pas aggraver le climat social déjà tendu.

Organisations call for action at a press conference on the deteriorating situation in the Sahel 

The Burkinabe Movement for Human and People's Rights (MBDHP), the Regional Council of Civil Society Organisations and the Tartit association organised a press conference in Dori on 10 February. According to the president of MBDHP/Séno, Abdoulaye Hoeffi Dicko, the aim of the meeting was to discuss the security, humanitarian and human rights situation in the Sahel region with the media.

According to these organisations, despite the measures taken by the various successive regimes at the head of the country, the security crisis in the Sahel region continues to deteriorate.

The humanitarian situation in the region is catastrophic, with nearly 497,000 internally displaced persons (IDPs) recorded by the National Emergency Relief and Rehabilitation Council as of 31 December 2022. Gender-based violence, the suspension of cash distribution by the governor of the Sahel region, as well as the inability of social action services to respond to all the demands of the displaced, are some of the difficulties faced by IDPs in some areas of the Sahel.

The coordination stressed that the ban on cash distribution in the region is unjustified and urged the government to take steps to resolve the situation, so as not to aggravate the already tense social climate.

Une journée des communautés à Tenkodogo

Diakonia, l'OCADES Caritas Tenkodogo et le Conseil régional de la jeunesse du Centre-Est ont organisé la journée des communautés le 11 février à Tenkodogo, financée par l'Agence belge de développement (ENABEL) dans son projet « Fragilité ».

Treize communautés ethniques, religieuses et professionnelles ont participé dans l'objectif principal de promouvoir la cohabitation pacifique entre les différentes communautés. Pour le secrétaire général de la région du Centre-Est, Sayouba Sawadogo, cette journée a permis aux différentes communautés de se connaître pour briser des barrières.

A day of communities in Tenkodogo

Diakonia, OCADES Caritas Tenkodogo and the Regional Youth Council of the Centre-East organised a community day on 11 February in Tenkodogo, funded by the Belgian Development Agency (ENABEL) in its "Fragility" project.
Thirteen ethnic, religious and professional communities participated with the main objective of promoting peaceful cohabitation between the different communities. For the Secretary General of the Centre-East region, Sayouba Sawadogo, this day allowed the different communities to get to know each other in order to break down barriers.

Un atelier de formation concernant la loi sur le pastoralisme

Un atelier de formation a été organisé le 13 février 2023 à Ouahigouya sur la loi N°034-2009/AN portant régime foncier rural et le pastoralisme par l’Union fraternelle des croyants de Dori (UFC-Dori) en collaboration avec la CELLRAD. Cette activité rentre dans le cadre du projet PREVENIR.

Plusieurs leaders communautaires, agents de collectivités territoriales, faîtières d’agriculteurs et d’éleveurs de la région du Nord venus des communes de Ouahigouya, Gourcy, Yako et Séguénéga, ont pris part à cette session de formation.

Plusieurs rapports du ministère en charge des droits humains, font état de 2 496 conflits fonciers recensés entre 2013 et 2020. 

A training workshop on the law on pastoralism

A training workshop was organised on 13 February 2023 in Ouahigouya on law N°034-2009/AN on rural land tenure and pastoralism by the Dori believers' fraternal union (UFC-Dori) in collaboration with CELLRAD. This activity is part of the project (PREVENIR). Several community leaders, agents of local authorities, farmers' and breeders' umbrella organisations from the northern region from the communes of Ouahigouya, Gourcy, Yako and Séguénéga took part in this training session.

As a reminder, several reports from the ministry in charge of human rights, reported 2,496 land conflicts recorded between 2013 and 2020.

Les FDS se forment à la protection de l'enfant

Le Secrétariat permanent du Comité interministériel des droits humains et du droit international humanitaire (SP/CIMDH) a renforcé les capacités d’une trentaine de membres des Forces de défense et de sécurité (FDS) les 14 et 15 février, avec l'appui technique et financier de l'Institut danois des droits de l'Homme (IDDH). Ils ont été formés sur les règles de protection de l'enfant dans les situations de conflit armé et dans les situations de troubles intérieurs ou de tensions internes.

The Defence and Security Forces strengthen their knowledge on child protection in armed conflict

The Permanent Secretariat of the Interministerial Committee on Human Rights and International Humanitarian Law (SP/CIMDH) strengthened the capacities of some thirty members of the Defence and Security Forces on 14 and 15 February, with the technical and financial support of the Danish Institute for Human Rights (IDDH). They were trained on the rules for protecting children in armed conflict and in situations of unrest or tension.

Premier bilan sur la transhumance pacifique dans le Liptako-Gourma

Le projet « promotion d’une transhumance pacifique dans le Liptako-Gourma » a présenté ses résultats à mi-parcours lors d’un atelier du 14 au 15 février. Mis en œuvre depuis 2020 par l'Organisation des Nations Unies pour l'alimentation et l'agriculture (FAO) et l'Organisation internationale pour les migrations (OIM), en collaboration avec les gouvernements du Burkina Faso, du Niger et du Mali, le projet vise à prévenir et à gérer efficacement les conflits liés à la transhumance dans la région ciblée, ainsi qu'à renforcer la résilience des acteurs. Les communes de Tin-Akof, Seytenga et Kantchari sont concernées par ce projet au Burkina Faso.

First assessment of the peaceful transhumance in Liptako-Gourma

The project "Promotion of peaceful transhumance in Liptako-Gourma" presented its mid-term results at a workshop from 14 to 15 February. Implemented since 2020 by the Food and Agriculture Organization of the United Nations (FAO) and the International Organization for Migration (IOM), in collaboration with the governments of Burkina Faso, Niger and Mali, the project aims to prevent and effectively manage conflicts related to transhumance in the target region, as well as to strengthen the resilience of stakeholders. The communes of Tin-Akof, Seytenga and Kantchari are concerned by this project in Burkina Faso.

Les chefs coutumiers et religieux doivent œuvrer pour la paix

Le 12 février, le ministre d’État Bassolma Bazié a rendu visite aux autorités coutumières et religieuses de Bobo-Dioulasso. Durant son séjour, le ministre a transmis un message de paix et de cohésion sociale du président du Faso au Chef de Canton des Bôbô-mandarè, ainsi qu’aux autorités religieuses et les représentants des communautés Dioula et Peulh.

Les autorités coutumières et religieuses ont quant à elles prononcé des prières pour la réussite et pour le retour de la paix dans le pays. Elles ont présenté leurs doléances et exprimé leurs inquiétudes à l'attention du président de l'État.

Traditional and religious leaders must work for peace

On 12 February, Minister of State Bassolma Bazié visited the traditional and religious authorities of Bobo-Dioulasso. During his stay, the Minister conveyed a message of peace and social cohesion from the President of Faso to the Canton Chief of the Bôbô-mandarè, as well as to the religious authorities and representatives of the Dioula and Peulh communities.

The traditional and religious authorities, for their part, said prayers to God and the ancestors for the success of the transitional authorities’ mission and for the return of peace to the country. They took the opportunity to present grievances and express concerns to the President of the State.

Le CSC demande l'appui des Évangéliques

Le président du Conseil supérieur de la communication (CSC), Abdoulazize Bamogo, a visité la Fédération des Églises et Missions Évangéliques (FEME) le 8 février 2023 pour solliciter l'accompagnement du Pasteur Henri Yé et de ses collaborateurs dans la lutte contre la radicalisation et l'intolérance dans les médias. L'objectif de cette visite était de partager la nouvelle vision de l'instance de régulation et de solliciter l'implication de la FEME dans la lutte contre la radicalisation et l'encadrement du discours religieux sur tous les médias.

Le Pasteur Henri Yé et ses collaborateurs se sont montrés disposés à accompagner toute initiative visant à restaurer la paix et la cohésion sociale dans le pays, en particulier les actions envisagées par le CSC.

The CSC requests the support of the evangelical church

The president of the Supreme Council of Communication (CSC), Abdoulazize Bamogo, visited the Federation of Evangelical Churches and Missions (FEME) on 8 February 2023 to seek the support of Pastor Henri Yé and his collaborators in the fight against radicalisation and intolerance in the media. The objective of this visit was to share the new vision of the regulatory body and to solicit the involvement of the FEME in the fight against radicalisation and the supervision of religious discourse on all media.

Pastor Henri Yé and his collaborators showed their willingness to accompany any initiative aimed at restoring peace and social cohesion in the country, in particular the actions envisaged by the CSC.
