Le 16 février, le lieutenant-colonel Paul Henri Sandaogo Damiba a prêté serment comme Président du Faso devant le Conseil constitutionnel. Auparavant, le pouvoir avait levé la suspension de la Constitution. Celle-ci avait été suspendue après le coup d’État qui a renversé le président Roch Marc Christian Kaboré.

La levée de la suspension de la Constitution a permis au Conseil constitutionnel de s’autosaisir afin de statuer sur la vacance du pouvoir et de reconnaitre le lieutenant-colonel Damiba président du MPSR et Président du Faso.

Le premier déplacement du nouveau Président du Faso a été effectué auprès de troupes engagées dans des opérations de lutte contre le terrorisme dans les régions du Nord et de la Boucle du Mouhoun, deux régions du Burkina Faso.

Une délégation de citoyens a rendu visite à l’ex-Président Roch Kaboré dans sa résidence surveillée afin de s’enquérir notamment de son état de santé. Cette initiative - « l’Appel de Manéga » - prône la cohésion sociale et la réconciliation entre Burkinabés.

Des actions d’individus armés non identifiés ont été rapportées dans plusieurs localités du pays, notamment à Fada Ngourma dans la région de l’Est, à Bagaré et à Titao dans la région du Nord.

Enfin, un conflit foncier a opposé des clans d’une même communauté dans la région des Cascades située à l’ouest.

The news this week in Burkina Faso was mainly focused on the Constitutional Council’s decision to let Lieutenant colonel Paul Henri Sandaogo Damiba assume the presidency. After the coup that overthrew President Roch KABORE, the constitution was suspended and political institutions dissolved by the Mouvement Patriotique pour la Sauvegarde et la Restauration (MPSR). A few days after the putsch, the military junta adopted a fundamental act which partially restores the constitution. The vacancy in the Presidency allowed the Constitutional Council to let Lieutenant-Colonel Damiba, president of the MPSR sworn in as President of Faso.

In other news, the new President of Faso visited the military troops engaged in the fight against terrorism. In addition, a delegation of the “Appel de Manéga” visited former President Rock KABORE in his house arrest, and several localities in the country were attacked by unidentified armed individuals. Finally, a land dispute between clan members resulted in four (4) deaths.

Le 8 février, le Conseil Constitutionnel a constaté la vacance du pouvoir à la suite de la démission de Roch Kabore le 24 janvier 2022. Le Conseil a reconnu Paul Henri Sandaogo Damiba comme Président du Faso à compter du 24 janvier 2022 et l’astreint à prêter serment devant lui.

Ces décisions ont suscité de vives réactions de la part de juristes et de certaines personnalités politiques et médiatiques. Elles y voient une reconnaissance du coup d’État comme un mode démocratique d’accession au pouvoir.

Le 16 février, le Lieutenant-colonel Sandaogo Damiba a prêté serment en qualité de Président du Faso.

The Constitutional Council decision rendered on February 08, 2022 admit the vacancy in the presidency following the resignation of President Roch KABORE on February 24, 2022. It therefore recognized Lieutenant colonel Paul Henri Sandaogo Damiba as the new president and invited him to sworn in. These decisions have provoked strong reactions of lawyers, political leaders and media personalities, to whom the Constitutional Council’s decision tend to legalize a coup as a democratic means of accession to power. However, these reactions did not stop the application of the decisions. Lieutenant-Colonel Paul Henri Sandaogo Damiba sworn in as President of Faso on wednesday February 16, 2022.

Le dimanche 13 février 2022, s’est tenue à Bobo Dioulasso la commémoration de la Journée internationale de la radio. Certains journalistes radio des zones touchées par le terrorisme ont témoigné de leurs expériences. Entre menaces et assassinats de leurs collaborateurs, ces journalistes ont changé leurs méthodes de traitement des informations pour préserver leurs vies.

The commemoration of International Radio Day in Bobo Dioulasso on February 13, 2022, brought together media professionals, and radio journalists from localities affected by terrorism in the Sahel region. They shared with their peers the painful experiences they have had in the exercise of their profession. « L’Appel de Manéga » rend visite à Roch Kabore

Une délégation de l’Appel de Manéga conduite par son président Me Pacéré Titinga, a été autorisée à rendre visite le 1er février, à l’ancien Président du Faso Roch Kabore, placé en résidence surveillée par la junte militaire depuis le coup d’État survenu dans le pays.

Roch Kabore a affirmé à ses hôtes avoir accepté de lui-même de démissionner dans l’intérêt supérieur de la Nation. La délégation de l’Appel de Manéga a rappelé au président son rôle d’acteur majeur pour la réconciliation nationale, la cohésion et la consolidation de la paix au Burkina Faso.

L’Appel de Manéga est une initiative lancée en 2019 pour la préservation de l’unité nationale, de la cohésion sociale et du vivre-ensemble contre toutes les formes d’incitation à la haine et à la division au sein des composantes de la Nation. Les initiateurs de l’Appel, composés de personnalités issus de divers horizons du pays, ont choisi « Manéga », un village situé dans la province de l’Oubritenga dans la région du Plateau-Central, car il abrite un musée montrant la diversité ethnique, les valeurs et les savoirs culturels du Burkina Faso. C’est également à Manéga que se trouve la Dalle de Trocadéro où Dalle de la paix, considérée comme un patrimoine mondial de l’Humanité,  symbole universel de la cohésion religieuse et ethnique, de l’engagement au profit de la paix et de la lutte contre les causes de violence.

A delegation from the Appel de Manéga, headed by its president, Pacéré Titinga, visited the deposed former president of Faso Rock KABORE on February 1, 2022. This visit was made possible thanks to the authorization of the military junta.

During their visit, former President KABORE admitted he had accepted on his own to resign in the national interest. The “Appel de Manéga” delegation reminded the President of his role as a major player in national reconciliation, cohesion and peacebuilding in Burkina Faso.

As a reminder, the “Appel de Manéga” is an initiative launched in 2019 for the preservation of national unity and social cohesion against all forms of incitement to hatred and division within the components of the nation. The initiators are personalities from various backgrounds in Burkina Faso. Manéga is a village located in the province of Oubritenga in the Plateau-Central region, it houses a museum which shows the ethnic diversity, cultural values and traditional knowledge of the country. Manéga also houses the “Dalle de Trocadéro or Dalle de la paix”, considered as a world heritage of Humanity and a universal symbol of religious and ethnic cohesion, for peace and the fight against the causes of violence.

 
 

Affrontements entre groupes terroristes dans le Liptako Gourma

Depuis le début du mois de février, les deux grands groupes terroristes rivaux se livrent une bataille sans merci, dans la zone dite des trois frontières qui regroupe le Burkina Faso, le Niger et le Mali. Il s’agit du Groupe de Soutien à l’Islam et aux musulmans (GSIM)  affilié à Al-Qaïda au Maghreb Islamique et l’État Islamique au Grand Sahara (EIGS), la branche locale de l’État Islamique considérée comme plus violente.

Ces combats ont fait plusieurs morts et des civils ont été également exécutés. Le GSIM semble avoir remporté ces affrontements après avoir reçu du renfort venu du Burkina Faso et du Mali.

Two terrorist groups fighting in Liptako Gourma

At the beginning of February, two major rival terrorist groups have been fighting a merciless battle in the Three Border Zone of Burkina, Niger and Mali. These groups are the Group for the Support of Islam and Muslims (GSIM), an al-Qaeda in the islamic Maghreb affiliated group, and the Islamic State in the Greater Sahara (ISGS). The battle resulted in several deaths on both sides, and civilians were also executed.

Après avoir attaqué le détachement militaire de Sollé dans le Loroum et avoir été mis en déroute, des groupes armés terroristes sont revenus à la charge dans la journée du 8 février. Ils ont menacé les populations des villages environnants de représailles si elles restaient sur place.

Attaque du petit séminaire du diocèse de Fada Ngourma

Le petit séminaire Saint Kizito, centre de formation des futurs prêtres du diocèse de Fada N’gourma, a été la cible d’hommes armés dans la nuit du 10 au 11 février.

Pensionnaires et missionnaires ont pu se réfugier à Fada, situé à trois kilomètres, en attendant de trouver une autre alternative pour la poursuite de leur année scolaire. Lors de cette attaque, des bâtiments ont été saccagés et incendiés.

A catholic church attacked by armed individuals at Fada N’Gourma in the Eastern region of Burkina Faso

An armed group attacked the seminar of Saint Kisito at 3 km of Fada N’gourma, in the Eastern region on Thursday on February 10, 2022. The attack occurred in the night time. The students and missionaries on site, who received a rescue training were able to flee to Fada N’Gourma. During the attack, some buildings have been trashed and burnt.

 
 

Lutte contre l’incivisme et la violence en milieu scolaire

La commission Justice et Paix de l’Église catholique du Burkina Faso a organisé le 12 février  une session de formation et de sensibilisation pour lutter contre l’incivisme et la violence en milieu scolaire au profit des élèves des établissements publics de Ouagadougou et de Koudougou. Ces deux villes sont considérées comme étant les plus grands foyers de contestation et d’incivisme en milieu scolaire et estudiantin.

Fight against violence and asocial behaviour in schools in Burkina Faso

The commission for justice and peace of the catholic church in Burkina Faso organized a session of training and sensibilization to address violence and asocial behaviour at school for students in Ouagadougou and Koudougou. These two towns are both known as the greatest hotbed of lack of civic spirit and protests at school. The purpose of the training was to give them a better grasp of the issue of violence and asocial behaviour, and also provide an opportunity for students to share their experiences.

 
 

Point sur la situation sécuritaire au Burkina Faso

Un groupe d’individus armés à moto a incendié le commissariat de Bagaré, une localité située sur l’axe Lâ-Todin – Yaba, tôt dans la matinée de ce dimanche 13 février 2022. Excepté des dégâts matériels, Aucune perte en vie humaine n’a été enregistré après la riposte de la Police Nationale.

Ce mardi 15 février 2022 aux environs de 14h, un groupe de huit hommes armés aurait incendié l’école primaire publique de Kiparga, une localité située à 7 km de Fada N’Gourma chef-lieu de la province du Gourma (région de l’Est).

Le lundi 14 février 2022 à Nogo dans le département de Titao (région du Nord), un convoi composé des éléments de Forces de Défense et de Sécurité (FDS) et de Volontaires pour la Défense de la Patrie (VDP) est tombé dans une embuscade, faisant un mort du côté des VDP et 10 blessés du côté des soldats et des VDP.

The summary of the security situation in Burkina Faso

An armed group attacked and burnt the police commissariat of Bagaré on Sunday, February 13, 2022 early in the morning. No death registered after police riposte.

On Monday february 15,2022 at 14h, an armed group burnt the primary school of Kiparga, a locality of the Eastern region.

On Monday february 14, 2022 a convoy of elements of the national army and volunteers was ambushed at Nogo, in the northern region. One dead has been registered in the list of the volunteers and 10 wounded in the list of both regular army and volunteers.

La Croix-Rouge burkinabè distribue de l’eau aux déplacés.

La Croix-Rouge burkinabè a distribué 700 m3 d’eau à 2 000 personnes à Sebba, chef-lieu de la province du Yagha et à Seytenga dans la province du Séno. Il s’agit de personnes déplacées victimes de l’insécurité due à l’activité terroriste.

La Croix-Rouge burkinabè, dans le cadre du « Projet de renforcement de l’accès aux services d’eau potable et assainissement au profit des Personnes Déplacées Internes (PDI) dans la région du Sahel », favorise le transport de l’eau et sa distribution dans les sites des déplacés internes, en partenariat avec l’ONEA (Office national de l’eau et de l’assainissement).

The Burkinabè Red Cross helps 2,000 displaced people in the Sahel region

The Burkinabè Red Cross distributed 700 m3 of water to 2,000 people in Sebba and Seytenga in the Sahel region. These are displaced persons who are victims of terrorist attacks in their localities. The increasing violence has forced many civilians to leave their places of origin. Many of them have taken refuge in localities where access to water is a big challenge.

To solve this problem, the Burkinabè Red Cross, in partnership with ONEA (National Office for Water and Sanitation), within the framework of the Project: «strengthen access to drinking water and sanitation services for the benefit of Internally Displaced Persons (IDPs) in the Sahel region», provided water distribution in IDP sites.

Un conflit foncier fait 4 morts dans la région des Cascades

Dans la région des Cascades, des membres d’une même famille, installés dans deux villages différents, (Boussara et Kankounadéni) se sont affrontés le 9 février. Le bilan fait état de 4 morts et de blessés.

La famille Sorry est en conflit foncier depuis 2004, concernant des hectares de champs d’anacarde. Une décision de justice avait été rendue en faveur des membres installés à Boussara. Cependant, ceux de Kankounadéni estiment que le champ appartient à toute la famille et doit, par conséquent être exploité par toute la famille sans exclusion. Les deux parties invitent les autorités de la région à s’impliquer pour une résolution pacifique de ce conflit.

A land conflict caused the death of 4 people in the region of Cascades

In the region of cascades, there has been a confrontation between the members of a family who leave in two different villages about land, it’s about the Sorry family. In all, 4 people died, some injured and a lot of food destroyed. That land conflict has been going on for 2004. A judgement in favour of the members of Boussara has been dispensed but those of Koukandéni disagree with it. In their mind, the land belongs to the whole family Sorry and each member should be allowed to exploit it. They invite all the competent authorities of the region to help them to solve the conflict pacifically.
