Human Rights Watch dénonce les violations des droits humains lors des manifestations du 20 octobre 2022

Au Tchad, l’organisation de surveillance des droits humains, Human Rights Watch (HRW) a publié le 23 janvier 2023 son rapport sur la répression du 20 octobre 2022 à Ndjamena et dans plusieurs autres villes du pays.  Cette manifestation a été organisée suite à un appel de plusieurs partis d’opposition et d’organisations de la société civile contre le maintien de Mahamat Idriss Deby Itno à la tête de la transition. Il ressort de cette enquête que contrairement aux accusations du gouvernement tchadien, « les manifestants n’étaient pas armés », mais ils ont utilisé « des frondes pour lancer des pierres sur les soldats et ont mis le feu à des biens publics ». Selon HRW, « la violence à l’encontre des manifestants a été extrême et disproportionnée », puisque « les forces de sécurité ont tiré à balles réelles sur des manifestants ». Enfin, HRW estime que le nombre donné par le gouvernement de 50 manifestants tués pendant l’événement est largement sous-évalué.

Human Rights Watch Denounces Human Rights Violations During October 20, 2022 Protests

In Chad, the human rights monitoring organization Human Rights Watch (HRW) released its report on January 23, 2023, on the October 20, 2022, crackdown in N'Djamena and several other cities in the country.  The demonstration was organized following a call by several opposition parties and civil society organizations against the continued rule of Mahamat Idriss Deby Itno as head of the transition. The investigation found that contrary to the Chadian government's accusations, "the protesters were not armed," but they did use "slingshots to throw stones at soldiers and set fire to public property. According to HRW, "the violence against protesters was extreme and disproportionate," as "security forces fired live ammunition at protesters. Finally, HRW said the government's estimate of 50 protesters killed during the event was grossly understated.

Un accord de paix signé entre les Toubous et le gouvernement, dans le Tibesti

Au Tchad, la présidence de transition et le Comité d’autodéfense de Miski, une petite localité de la province du Tibesti, située dans le nord du Tchad, vient d’annoncer la signature d’un accord qui consacre définitivement la paix dans cette partie du pays, où des tensions existent depuis de nombreuses années. Un premier accord de paix avait été signé en novembre 2019 entre le gouvernement d’Idriss Deby Itno et le Comité d’autodéfense de Miski. Cela avait permis de mettre fin à une année de conflits liés notamment à l’exploitation de l’or par les habitants du Tibesti. Ce nouvel accord permet de mettre fin aux tensions entre le gouvernement et la population toubou du Tibesti.

In Chad, the transitional presidency and the Self-Defense Committee of Miski, a small town in the Tibesti province, located in northern Chad, have just announced the signing of an agreement that definitively enshrines peace in this part of the country, where tensions have existed for many years. A first peace agreement had been signed in November 2019 between the government of Idriss Deby Itno and the Miski Self-Defense Committee. This had put an end to a year of conflicts related in particular to the exploitation of gold by the inhabitants of Tibesti. This new agreement puts an end to the tensions between the government and the Toubou population of Tibesti.

Dans le Kanem, la journée culturelle de brassage célèbre la diversité des cultures et la cohabitation intercommunautaire

Le 20 janvier, les jeunes de la région géographique de Kanemont ont organisé une journée culturelle de brassage entre les membres de leur région, sous le thème « Paix, vivre-ensemble et cohabitation pacifique ». Les participants ont notamment présenté leurs danses locales et leur culture aux autres. L’objectif de cette journée culturelle était de renforcer les liens séculaires entre le peuple de la région géographique de Kanem. Par ailleurs, les organisateurs souhaitent pouvoir travailler avec les structures publiques pour valoriser leur savoir-faire culturel dans le pays et dans le monde. Le Kanem est une région historique du Tchad, qui a notamment abrité un important royaume du VIIIe au XIXe siècle.

In Kanem, the cultural day of mixing celebrates the diversity of cultures and intercommunity cohabitation

On January 20, the youth of the Kanem geographic region organized a cultural day of mingling among the members of their region, under the theme "Peace, living together and peaceful cohabitation". Participants presented their local dances and culture to others. The objective of this cultural day was to strengthen the age-old ties between the people of the Kanem geographical region. In addition, the organizers hope to work with public structures to promote their cultural know-how in the country and in the world. Kanem is a historical region of Chad, which was home to an important kingdom from the 8th to the 19th century.

Des armes de guerre récupérées à la suite d’un conflit intercommunautaire au Ouaddaï

Plus de 70 armes de guerre, des munitions et une vingtaine de motos ont été récupérées par les autorités à la suite d’un conflit intercommunautaire survenu à Mabrouka Fidel dans le canton de Guerri. Ce conflit opposait deux communautés pourtant très liées : les Kapka et les Mabrouka. Les autorités locales ont demandé au gouvernement la création de bases militaires afin de réduire ce genre de phénomènes dans la localité.
Le Ouaddaï est une région du centre est du Tchad, frontalière avec le Darfour soudanais, où les conflits intercommunautaires sont fréquents, et font plusieurs dizaines de morts par an.                            

Weapons of war recovered following inter-communal conflict in Ouaddaï

More than 70 weapons of war, ammunition, and about 20 motorcycles were recovered by the authorities following an inter-communal conflict in Mabrouka Fidel in Guerri canton. The conflict involved two closely related communities: the Kapka and the Mabrouka. The local authorities asked the government to create posts to reduce this type of phenomenon in the locality. Ouaddaï is a region in east-central Chad, bordering Sudanese Darfur, where inter-community conflicts are frequent, resulting in dozens of deaths per year.

La mendicité des enfants continue de s'accroître au Tchad 

Au Tchad, la mendicité des enfants ne cesse de s'accroître en raison de la difficulté de la vie et de la pauvreté des parents. Ces derniers, ne pouvant assurer les besoins élémentaires de leurs enfants, les poussent souvent à mendier dans les rues. Selon le journal Al Wihda, des « rapports montrent également que la mendicité est souvent utilisée comme une stratégie par les groupes armés pour recruter des enfants soldats dans certaines régions d'Afrique ».  Par ailleurs, dans un certain nombre de cas, des enfants talibés sont contraints à la mendicité par les maîtres de leurs écoles coraniques. La société civile tchadienne appelle le gouvernement à se saisir du problème.

Child begging continues to increase in N'Djamena                    

In Chad, child begging is on the rise due to the difficulty of life and the poverty of parents. The latter, unable to provide for their children's basic needs, often force them to beg on the streets. According to Al Wihda newspaper, "reports also show that begging is often used as a strategy by armed groups to recruit child soldiers in some parts of Africa."  In addition, in a number of cases, talibé children are forced to beg by their Koranic school teachers. Chadian civil society is calling on the government to address the problem.

Une récitation du coran organisée pour la paix et la stabilité au Tchad

La Société Al-Bihera Tchad a organisé une cérémonie de récitation coranique à la grande mosquée d'Adré, chef-lieu du département d'Assounga, le 21 janvier. Cette cérémonie, qui a réuni un grand nombre de personnes, avait pour objectif de promouvoir la paix et la stabilité au Tchad. La cérémonie a été organisée en collaboration avec le Conseil Islamique du Ouaddaï. Les participants ont été invités à vivre ensemble et à soutenir la période de transition actuelle au Tchad.

A recitation of the Koran organized for peace and stability in Chad

The Al-Bihera Chad Society organized a Quranic recitation ceremony at the Grand Mosque in Adré, the capital of Assounga Department, on January 21. The ceremony, which was well attended, was aimed at promoting peace and stability in Chad. The ceremony was organized in collaboration with the Islamic Council of Ouaddaï. Participants were encouraged to live together and support the current transition period in Chad.
