L’actualité de ces deux dernières semaines a été marquée par la signature d’un accord de paix entre le gouvernement tchadien de transition et plusieurs groupes rebelles à Doha. Cet accord signé le 8 août doit permettre la participation de ces groupes au dialogue national inclusif, et prévoit notamment un cessez-le-feu. Cependant, plusieurs groupes n’ont pas ratifié cet accord, qui est par ailleurs critiqué par la société civile et certaines organisations de l'opposition, qui le qualifient de compromission et de ralliement à Mahamat Idriss Déby. Dans le reste de l’actualité, des conflits entre éleveurs ont fait au moins 27 morts à la frontière tchado-soudanaise. Les vols de bétail et les affrontements transfrontaliers entre les communautés d’éleveurs sont récurrents dans cette partie du Tchad. Par ailleurs, la communauté peule du Mayo Kebbi Ouest s’est réunie en conclave à Pala pour discuter de certaines thématiques liées à la paix et au vivre-ensemble. Sur le plan religieux, des associations chrétiennes ont salué l’accord de paix, et des pèlerinages en Israël sont organisés par des organisations chrétiennes à compter du mois d’octobre. The news of the past two weeks has been marked by the signing of a peace agreement between the Chadian transitional government and several rebel groups in Doha. The agreement, signed on August 8, is intended to allow the participation of these groups in the inclusive national dialogue and provides for a cease-fire. Accord de paix trouvé à Doha entre le gouvernement tchadien et des groupes rebelles
Après cinq mois de négociations, le président tchadien de transition Mahamat Idriss Déby et plusieurs groupes rebelles sont finalement parvenus à un accord de paix. Le texte a été signé le lundi 8 août à Doha, et doit permettre la participation des politico-militaires au dialogue national inclusif du 20 août. L’accord prévoit un cessez-le-feu général dès sa signature, il engage le camp des rebelles, et le Conseil militaire de transition, à ne mener aucune action militaire l'un contre l'autre. L’accord prévoit également une loi d'amnistie en faveur des rebelles condamnés. En retour, les groupes politico-militaires doivent renoncer définitivement à la lutte armée et aux actions violentes. La communauté internationale a salué ce texte, « un moment clé pour le peuple tchadien », selon le secrétaire général de l'ONU Antonio Guterres.

Chadian government and rebel groups reach peace agreement in Doha
After five months of negotiations, Chadian transitional president Mahamat IdrissDéby and several rebel groups have finally reached a peace agreement. The text was signed on Monday, August 8, in Doha, and should allow the participation of the political-military groups in the inclusive national dialogue on August 20. The agreement provides for a general cease-fire as soon as it is signed, and commits the rebel camp and the Transitional Military Council not to take any military action against each other. The agreement also provides for an amnesty law for convicted rebels. In return, the political-military groups must permanently renounce armed struggle and violent action. The international community welcomed the agreement, "a key moment for the Chadian people," according to UN Secretary-General Antonio Guterres.

D’importantes tensions intercommunautaires entre le Tchad et le Soudan
Le 3 août, au moins 27 personnes ont été tuées à la frontière soudano-tchadienne. La plupart des victimes sont des éleveurs de bétail, qui sont morts dans des tensions liées à des vols répétés de bétail. Albakhir Ahmat Idriss, le porte-parole tchadien de la force conjointe soudano-tchadienne qui contrôle les 1 000 km de frontière entre les deux pays, s’est exprimé sur les événements. Selon lui, « tout a commencé par le vol de cinq chameaux par des Soudanais. Les propriétaires tchadiens ont pris en chasse les présumés voleurs et l'incident a dégénéré ».

Significant intercommunal tensions between Chad and Sudan
On August 3, at least 27 people were killed on the Sudan-Chad border. Most of the victims were cattle herders, who died in tensions over repeated cattle rustling. Albakhir Ahmat Idriss, the Chadian spokesman for the joint Sudanese-Chadian force that controls the 1,000 km border between the two countries, spoke about the events. According to him, "it all started with the theft of five camels by Sudanese. The Chadian owners chased the alleged thieves and the incident escalated".

L’accord de paix de Doha critiqué par la société civile et une partie des rebelles
Alors que le 8 août, le gouvernement tchadien et les groupes rebelles ont trouvé un terrain d’entente pour un accord de paix, l’opposition et la société civile ont critiqué cet arrangement. Des partis politiques et associations opposés à la transition ont qualifié de simple « ralliement » l’accord de paix signé à Doha. La plateforme de la société civile Wakit Tama, elle, critique un accord à minima. En effet, plusieurs des principaux groupes rebelles, dont le FACT n’ont pas signé cet accord, ce qui pourrait engendrer de nouveaux conflits.

Doha peace agreement criticized by civil society and some rebels
While the Chadian government and rebel groups reached a peace agreement on August 8, the opposition and civil society have criticized the arrangement. Political parties and associations opposed to the transition described the peace agreement signed in Doha as a mere "rallying point. The civil society platform WakitTama criticized the agreement as minimal. Several of the main rebel groups, including FACT, did not sign the agreement, which could lead to new conflicts.

La communauté peule tchadienne a organisé un forum provincial du 9 au 10 août 2022 à l'hôtel de ville de Pala, dans la province du Mayo Kebbi Ouest. Les débats ont porté sur les questions de paix, du vivre-ensemble et de développement. Il a notamment été question des conflits intercommunautaires, des conflits entre éleveurs et agriculteurs, des conflits fonciers, ou encore des vols de bétail. Plusieurs personnalités politiques comme Zilhoubé Pafalet Pataïdang, le gouverneur de la province du Mayo Kebbi Ouest étaient présentes.

The Chadian Peul community organized a provincial forum from August 9 to 10, 2022 at the Pala town hall in the province of Mayo Kebbi West. Discussions focused on issues of peace, living together and development. In particular, they discussed inter-community conflicts, herder-farmer conflicts, land conflicts, and cattle theft. Le président de l’UCCT, Ngaradoum Alladigue, espère que d'autres groupes politico-militaires, jusqu'ici non signataires, reviendront sur leur décision, afin de participer au grand dialogue national inclusif devant s’ouvrir le 20 août à N’Djamena.

The Union of Christian Leaders welcomes the progress of the peace agreement
Following the peace agreement signed on August 8 in Doha between the Chadian government and rebel factions, the Union des cadres chrétiens du Tchad (UCCT) welcomed the decision. UCCT President Ngaradoum Alladigue hopes that other political-military groups, which have not yet signed the agreement, will reconsider their decision in order to participate in the major inclusive national dialogue scheduled to open on August 20 in N'Djamena.

Le pèlerinage aura lieu du 6 au 14 octobre prochains en Israël. Selon Al Wihda, il s’agit « d’un cadre unique et particulièrement précieux de sanctification, de méditation, de prière et de renforcement de la foi, par le biais d'une conférence francophone en Israël, des enseignements, des cultes spéciaux et des visites de sites historiques et bibliques ».

Lumière du Monde Télévision (LMTV) is organizing a Christian pilgrimage to Israel for Chadian participants, directly from N'Djamena. The pilgrimage will take place from October 6 to 14 in Israel. According to Al Wihda, it is "a unique and particularly valuable setting for sanctification, meditation, prayer, and faith building through a French-speaking conference in Israel, teachings, special worship services, and visits to historical and biblical sites."
