L’actualité de ces dernières semaines a été marquée par une forte agitation politique et sociale au Tchad. Le grand dialogue national inclusif et souverain s’est achevé au début du mois d’octobre, débouchant sur la nomination pour deux ans de Mahamat Idriss Déby. Ce dialogue considéré comme un simulacre par l’opposition a donné lieu à un certain nombre de manifestations sévèrement réprimées par les autorités. Plus de 50 personnes sont mortes dans la répression. La société civile et la communauté internationale demandent des comptes. Dans le reste de l’actualité, de nouveaux conflits entre éleveurs et agriculteurs ont eu lieu dans le Sud du pays. À Salamat, les autorités traditionnelles cherchent justement à lutter contre ces affrontements de plus en plus récurrents. Par ailleurs, d’importantes inondations frappent le Tchad depuis plusieurs semaines. Les autorités catholiques tchadiennes se mobilisent pour venir en aide aux sinistrés. Recent weeks news have been marked by strong political and social unrest in Chad. The great inclusive and sovereign national dialogue ended in early October, leading to the appointment of Mahamat Idriss Déby for two years. The dialogue was considered a sham by the opposition and led to a number of demonstrations that were severely repressed by the authorities. More than 50 people died in the crackdown. Civil society and the international community are demanding accountability.
In other news, new conflicts between herders and farmers took place in the south of the country. In Salamat, the traditional authorities are trying to combat these increasingly recurrent clashes. In addition, major floods have been affecting Chad for several weeks. The Chadian Catholic authorities are mobilising to help the victims.

Le Tchad est sous grande tension après l’accession officielle au pouvoir de Mahamat Idriss Déby Itno, fils de l’ancien Président. De violents heurts ont eu lieu à Ndjamena et dans plusieurs autres villes du Tchad, le jeudi 20 octobre, entre les forces de l'ordre et des manifestants opposés à la prolongation de la période de transition. Le chef du gouvernement a décrété un couvre-feu jusqu'au « rétablissement total de l'ordre », et le Premier Ministre Kebzabo a également annoncé la suspension de toutes activités des groupes d'opposition. Selon les estimations, plus de 50 personnes ont été tuées par les forces de l’ordre au cours de ces manifestations. La société civile, l’opposition et la communauté internationale dénoncent ces répressions, et la situation politique et démocratique au Tchad semble plus volatile que jamais, seulement deux semaines après la fin du grand dialogue national.

Fiery situation in Chad after serious crackdown on protesters
Chad is under great tension after the official accession to power of Mahamat Idriss Déby Itno, son of the former President. Violent clashes took place in N'Djamena and several other towns in Chad on Thursday 20 October between the police and demonstrators opposed to the extension of the transition period. The head of government declared a curfew until "total restoration of order", and Prime Minister Kebzabo also announced the suspension of all activities of opposition groups. It is estimated that more than 50 people were killed by the police during the demonstrations. With civil society, the opposition and the international community denouncing the repression, the political and democratic situation in Chad seems more volatile than ever, only two weeks after the end of the major national dialogue.

Mahamat Idriss Déby prolongé de deux ans comme Président de transition après la fin du dialogue national inclusif et souverain
Le dialogue national inclusif et souverain s’est achevé le 8 octobre à N’Djamena. Parmi les résolutions, l’ancien chef de l’opposition, Saleh Kebzabo a annoncé que le Conseil militaire de transition (groupe de quinze généraux qui dirigent le pays depuis 18 mois) était dissout. À cette occasion, Mahamat Idriss DébyItno a été désigné comme Président de la Transition. Un certain nombre d’organisations de la société civile et de partis d’opposition s'étaient retirés du dialogue. Saleh Kebzabo a été désigné Premier Ministre, et l’ensemble du gouvernement tchadien a été annoncé le 14 octobre, avec un certain nombre de personnalités importantes. Tom Erdimi, l'ancien chef rebelle et cousin des Deby, en exil depuis plusieurs années, a ainsi été nommé Ministre de l'enseignement supérieur, de la recherche scientifique et de l'innovation.

Mahamat Idriss Déby extended for two years as transitional president after end of inclusive and sovereign national dialogue
The inclusive and sovereign national dialogue ended on 8 October in N'Djamena. Among the resolutions, former opposition leader Saleh Kebzabo announced that the Transitional Military Council (a group of fifteen generals who have been running the country for 18 months) was dissolved. On this occasion, Mahamat Idriss Déby-Itno was appointed President of the Transition. A number of civil society organisations and opposition parties withdrew from the dialogue. Saleh Kebzabo was appointed Prime Minister, and the full Chadian government was announced on 14 October, with a number of important figures. Tom Erdimi, the former rebel leader and cousin of the Debys, who has been in exile for several years, was appointed Minister of Higher Education, Scientific Research and Innovation.

Face à la catastrophe, l’abbé Madou, qui a ouvert les portes de sa paroisse aux sinistrés, déplore le manque de réactivité des autorités, et prend les choses en main pour organiser l’aide aux sinistrés. D’autres religieux comme l’apôtre Mbaitodjim Jude Telbet se mobilisent en hébergeant des sinistrés à Ngueli. Il témoigne "Je n'ai pas fait de différence". Enfin, l’abbé Madjiro Raymond, curé de la paroisse Espérance de Walia, a décrit la situation et a lancé un appel à l’aide.

Onze personnes ont été tuées le vendredi 30 septembre dans des affrontements entre éleveurs et cultivateurs dans le centre du Tchad. Les violences entre communautés sont fréquentes dans le Centre et le Sud du Tchad, où nombre d’habitants sont armés. Ils opposent principalement des éleveurs nomades arabes aux cultivateurs autochtones sédentaires qui accusent les premiers notamment de saccager leurs champs en faisant paître leurs animaux. Dans le Guéra, les cultivateurs auraient tendu un guet-apens aux éleveurs alors que ces derniers traversaient des couloirs de transhumance selon Sougour Mahamat Galma, le Gouverneur de la province.

Ceux-ci sont devenus récurrents dans la région, et ont fait plusieurs morts depuis le début de l’année. Avec cette action, les autorités traditionnelles veulent promouvoir la cohabitation pacifique, la cohésion sociale, et préserver le vivre-ensemble entre toutes les communautés. Selon leur déclaration, tout individu qui tente de déclencher ou participe à un conflit, même hors de la zone concernée, sera sévèrement puni.

In Salamat, a system for preventing intercommunity conflicts
The traditional authorities of the two cantons of Salamat organised a large-scale meeting on 6 October to launch local initiatives to prevent inter-community conflicts. These have become recurrent in the region and have caused several deaths since the beginning of the year. With this action, the traditional authorities want to promote peaceful cohabitation, social cohesion, and preserve the living together of all communities. According to their statement, any individual who tries to start or participate in a conflict, even outside the area concerned, will be severely punished.

A Chadian priest mobilizes for more civig engagement in Tchad
In Chad, Father Madou, a priest of the Archdiocese of N'Djamena, is involved in civic engagement. He helps Christians to exercise their rights and duties as citizens, while reminding them that "the Church is on the side of the poor and the marginalised. He condemns the situation in Chad for several years, especially the insecurity, poverty and repression. According to him, it is necessary to teach the Gospel and at the same time help Christian citizens to make responsible political choices. This is why he is conducting a "citizen sensitisation" among the population.

Changements à la tête du clergé tchadien
Après une année à la tête de Pala, diocèse situé dans la région Sud-Ouest du Tchad, monseigneur Dominique Tinoudji a fait une évaluation positive de son ministère épiscopal. Appelé à d’autres fonctions, il note la ferveur religieuse des chrétiens de Pala, et évoque le succès de sa triple mission : enseigner, sanctifier et gouverner. Il note avec satisfaction "la soif du peuple de Dieu qui attend les dons de la grâce divine". Sur son initiative et à la suite de son appel, au mois d’août dernier, les victimes des conflits intercommunautaires qui ont eu lieu mi-août, entre agriculteurs et éleveurs, dans le canton Leo, ont reçu une aide de Caritas et de la Commission justice et paix de son diocèse. L’église locale de Pala avait également lancé un appel à la solidarité envers les victimes.

Changes in the head of the Chadian clergy
After a year at the head of Pala, a diocese located in the south-western region of Chad, Bishop Dominique Tinoudji made a positive evaluation of his episcopal ministry. Called to other functions, he noted the religious fervour of the Christians of Pala, and evoked the success of his triple mission: teaching, sanctifying and governing. He notes with satisfaction "the thirst of the people of God who await the gifts of divine grace".
