L’actualité de ces deux dernières semaines a été marquée par de nouvelles tensions dans la progression du pré-dialogue entre les groupes rebelles tchadiens et le gouvernement de transition tchadien à Doha, au Qatar. Alors que ce pré-dialogue devait permettre la tenue d’un Grand dialogue national inclusif à N’Djamena, le gouvernement de transition tchadien vient d’annoncer que celui-ci se tiendrait quoi qu’il arrive à la fin du mois d’août. Les participants rebelles dénoncent ces agissements, et plusieurs groupes rebelles ont suspendu leur participation aux négociations pour la paix. Dans le reste de l’actualité, le chef rebelle centrafricain Abdoulaye Miskine, ainsi que trois de ses compagnons sont jugés au Tchad. Ils sont accusés de préparer un mouvement insurrectionnel. Par ailleurs, la communauté zaghawa s’estime victime de discrimination ethnique et d’incitation à la haine, si bien qu’elle menace de ne pas participer au Grand dialogue national inclusif tchadien. Enfin, les éleveurs et les agriculteurs de Bokoro ont été sensibilisés au vivre-ensemble et à la cohabitation pacifique. The news of the past two weeks has been marked by new tensions in the progress of the pre-dialogue between Chadian rebel groups and the Chadian transitional government in Doha, Qatar. While this pre-dialogue was supposed to allow for a Grand National Inclusive Dialogue to be held in N'Djamena, the Chadian transitional government has just announced that it will be held in any case at the end of August. Le gouvernement tchadien de transition a annoncé le nouveau dialogue de paix le 20 août pour ouvrir la voie à des élections. Le gouvernement tchadien a ainsi annoncé cette date avant la conclusion d’un accord de paix à Doha, alors que le pré-dialogue en cours au Qatar devait justement permettre de préparer le grand dialogue national inclusif. Face à cette annonce, les mouvements politico-militaires tchadiens participant aux pourparlers de paix au Qatar ont annoncé la suspension de leur participation aux discussions. Selon eux, l’agenda du pouvoir tchadien est préétabli.

National dialogue set for August 20 despite challenges from politico-military groups
Chad's transitional government has announced a new peace dialogue on August 20 to pave the way for elections. Le chef rebelle Abdoulaye Miskine, fondateur du groupe armé du « Front démocratique du peuple centrafricain (FDPC) », et trois membres de la rébellion centrafricaine ont été interpellés au Tchad en octobre 2019, et y sont depuis incarcérés, car notamment accusés de « création d’un mouvement insurrectionnel ». Le Tchad refuse de les extrader vers la Centrafrique. Selon des sources sécuritaires, le Tchad veut rendre justice à certains de ses ressortissants qui auraient été victimes du mouvement rebelle d’Abdoulaye Miskine, pendant la crise centrafricaine.

Central African rebel leader Abdoulaye Miskine to face Chadian justice
The rebel leader Abdoulaye Miskine, founder of the armed group "Democratic Front of the Central African People (FDPC)", and three members of the Central African rebellion were arrested in Chad in October 2019, and have been incarcerated there since then, as they are accused of, among other things, "creating an insurrectionary movement." Chad refuses to extradite them to the Central African Republic. Victime de haine tribale, la communauté zaghawa envisage de boycotter le dialogue national
Le 28 juillet, une commission de 43 personnes représentant la communauté zaghawa a adressé au Premier ministre de transition un courrier de protestation contre le conseiller à la Primature Abel Maïna. Selon eux, Abdel Maïna a décrit les Zaghawa comme des « voleurs, criminels, violeurs et de plusieurs autres injures dégradantes ». Cette communauté a déclaré avoir saisi le procureur de la République d'une plainte pour incitation à la haine tribale et injures à caractère ethnique. Tant que cette affaire ne sera pas réglée, la communauté zaghawa menace de ne pas participer au dialogue national prévu au mois d’août.

Victim of tribal hatred, the Zaghawa community plans to boycott the national dialogue
On July 28, a commission of 43 people representing the Zaghawa community sent a letter of protest to the transitional prime minister against the adviser to the Prime Minister, Abel Maïna. According to them, Abdel Maïna described the Zaghawa as "thieves, criminals, rapists, and several other degrading slurs. Les éleveurs et les cultivateurs de Bokoro ont été sensibilisés sur le vivre-ensemble
Le 24 juillet, le conseiller national de transition Ahmat Mahamat Assileck, ainsi que des administrateurs locaux ont mené une campagne de sensibilisation sur le vivre-ensemble entre les éleveurs et les cultivateurs à Bokoro. L’objectif est de renforcer la cohésion sociale entre les deux entités qui constituent une force principale de l’économie nationale. La délégation a exhorté les éleveurs et les cultivateurs à la cohabitation pacifique, dans un contexte où les affrontements entre ces deux groupes se multiplient en raison de la désertification de certaines terres, et des transhumances des troupeaux.

Herders and farmers of Bokoro were sensitized on living together
On July 24, Transitional National Advisor Ahmat Mahamat Assileck and local administrators conducted an awareness campaign on living together between herders and farmers in Bokoro. The objective is to strengthen social cohesion between the two entities, which are a main force in the national economy. The delegation urged herders and farmers to live together peacefully, in a context where clashes between these two groupsare increasing due to the desertification of certain lands, and the transhumance of herds.
