L’actualité récente en Turquie a été marquée par la libération du journaliste et écrivain Ahmet Altan par la Cour de cassation turque. La veille, la Cour européenne des droits de l’homme condamnait la Turquie pour la détention de l’intellectuel et notait une violation de son droit à la liberté d’expression ainsi qu'à un procès équitable. Par ailleurs, plusieurs décisions et déclarations ont marqué la scène politique turque. La Cour constitutionnelle turque a renvoyé cette semaine l’acte d’accusation énoncé par un procureur de la Cour de cassation visant à interdire le Parti démocratique des peuples (Halkların Demokratik Partisi, HDP). Le président Erdoğan a suscité une nouvelle polémique auprès de l’opposition kémaliste et prokurde en accusant le Parti républicain des peuples (CHP) de brandir « l’épée de l’infidèle » [gavurun kılıcı] contre la Turquie.

En outre, le 13 avril marquait le début du mois de ramadan en Turquie, dont le premier vendredi a pu être célébré pour la première fois dans la mosquée d’Hagia Sofia.

Ce bulletin de veille relaie également deux reportages publiés cette semaine relatifs au pluralisme patrimonial et culturel en Turquie. Le premier réalisé par le média Middle East Eye porte sur la mosquée Yıldız à Istanbul et revient sur le difficile maintien de ce patrimoine ottoman en contradiction avec le projet politique initial de l’État-nation turc au moment de sa fondation. Le second reportage, réalisé par le magazine Newlines, peint le portrait historique de l’île de Cunda, île turque de la mer Égée profondément marquée par son identité grecque.

The recent news in Turkey was marked by the release of journalist and writer Ahmet Altan by the Turkish Court of Cassation. The day before, the European Court of Human Rights condemned Turkey for the detention of the intellectual and noted a violation of his right to freedom of expression and to a fair trial. In addition, several decisions and statements marked the Turkish political scene. This week, The Turkish Constitutional Court returned the indictment issued by a prosecutor at the Court of Cassation to ban the Peoples' Democratic Party (Halkların Demokratik Partisi, HDP). President Erdoğan stirred up further controversy among the Kemalist and Pro-Kurdish opposition by accusing the Republican Peoples' Party (CHP) of wielding the "sword of the infidel" [gavurun kılıcı] against Turkey.

In addition, April 13 marked the beginning of the month of Ramadan in Turkey, the first Friday of which could be celebrated for the first time in the Hagia Sofia Mosque.

This newsletter also relays two reports published this week related to heritage and cultural pluralism in Turkey. The first one was produced by the Middle East Eye media and focuses on the Yıldız Mosque in Istanbul and the difficult maintenance of this Ottoman heritage in contradiction with the political project of the Turkish nation state at the time of its foundation. The second was made by the magazine Newlines and makes a historical portrait of the island of Cunda, a Turkish island in the Aegean Sea deeply marked by its Greek identity.

Le journaliste et écrivain Ahmet Altan libéré au lendemain de la condamnation de la Turquie par la Cour européenne des droits de l’homme

Après quatre ans et sept mois d’incarcération, Ahmet Altan a été remis en liberté, sa condamnation pour « assistance à une organisation terroriste » a été annulée par la Cour de cassation turque. Le 13 avril, la Cour européenne des droits de l’homme (CEDH) condamnait la Turquie et jugeait illégale la détention de l’écrivain. La CEDH a ainsi souligné dans son jugement une violation par la Turquie des droits à la liberté d’expression et à un procès équitable du journaliste. Rédacteur en chef du quotidien Taraf, un journal libéral notamment connu pour son opposition aux ingérences des militaires turcs dans les affaires sociales et politiques du pays, Ahmet Altan était accusé par les autorités turques d’avoir participé au putsch manqué du 15 juillet 2016.

After four years and seven months in prison, Ahmet Altan has been released after his conviction for "assisting a terrorist organization" was quashed by the Turkish Court of Cassation. On April 13, the European Court of Human Rights (ECHR) condemned Turkey and judged the detention of the writer illegal. The ECHR thus underlined in its judgment a violation by Turkey of the journalist's rights to freedom of expression and to a fair trial. Editor-in-chief of the daily Taraf, a liberal newspaper known for its opposition to the Turkish military's interference in the country's social and political affairs, Ahmet Altan was accused by the Turkish authorities of having participated in the failed putsch of 15 July 2016.

Le 11 avril, à l’occasion d’un rassemblement de l’Union des démocrates turcs européens (UETED, Avrupalı Türk Demokratlar Birliği), une organisation qui entretient des liens étroits avec le pouvoir actuel, le président Erdoğan a stigmatisé le Parti républicain du peuple (CHP) d’opposition en l’accusant « de brandir l’épée de l’infidèle [gavurun kılıcı] contre la Turquie ». Le président reproche aux responsables du CHP de reprendre les opinions des politiciens occidentaux pour déstabiliser le régime. L’utilisation de ce terme péjoratif d’infidèle [gavur] par Erdoğan a été critiquée par des députés prokurdes d’opposition qui dénoncent un appel à la haine ainsi qu’une menace à peine voilée contre la minorité religieuse alévie, dont est issu Kemal Kılıçdaroğlu, président général du CHP.

On April 11, at a meeting of the Union of European Turkish Democrats (UETED, Avrupalı Türk Demokratlar Birliği), an organization with close ties to the regime, President Erdoğan stigmatized the opposition Republican People's Party (CHP), accusing it of "wielding the sword of infidel [gavurun kılıcı] against Turkey." The president blames CHP officials for echoing the views of Western politicians to destabilize the regime. Erdoğan's use of the pejorative term infidel [gavur] has been criticized by Pro-Kurdish opposition deputies who denounce a call to hatred as well as a thinly veiled threat against the Alevi religious minority, from which Kemal Kılıçdaroğlu, the CHP's general chairman, comes.

 
 

Patrimoine ottoman et rénovation urbaine républicaine à Istanbul : le cas de la mosquée Yıldız  

Le média en ligne Middle East Eye a publié un reportage sur la Mosquée Yıldız d’Istanbul, une mosquée impériale ottomane située dans le quartier de Yıldız au sein du district stambouliote de Beşiktaş. L’article revient sur l’histoire de la construction de cette mosquée sous le règne d’Abdulhamit II et le symbole qu’elle a incarné pour le pouvoir ottoman. L’auteur mentionne la période républicaine avec l’abandon progressif de ce patrimoine ottoman qui coïncide avec le désir d’occidentalisation et de modernisation porté par le jeune État-nation turc. Avant l’arrivée au pouvoir de l’AKP et la mise en œuvre d’une politique de rénovation urbaine néo-ottomane, les politiques de transformation urbaine ont pendant longtemps relégué au second plan la rénovation d’édifices religieux tels que la mosquée Yıldız d’Istanbul.

Ottoman heritage and republican urban renewal in Istanbul: the case of the Yıldız Mosque 

The online media Middle East Eye published a report on Istanbul's Yıldız Mosque, an Ottoman imperial mosque located in the Yıldız neighborhood within the Istanbul district of Beşiktaş. The article revisits the history of the construction of this mosque during the reign of Abdulhamit II and the symbol it embodied for the Ottoman power. The author mentions the republican period and the progressive abandonment of this Ottoman heritage which coincides with the desire for westernization and modernization carried by the young Turkish nation-state. Before the AKP came to power and the implementation of a neo-Ottoman urban renewal policy, urban transformation policies have for a long time relegated the renovation of religious buildings such as the Yıldız Mosque in Istanbul to the background.

 
 

Le magazine Newlines retrace l’histoire méconnue de l’île turque de Cunda marquée par les échanges de population traumatisants entre la Grèce et la Turquie en 1922

À l’occasion d’un reportage sur l’île turque de Cunda, la plus grande des 22 îles du district d’Ayvalık situé dans la mer Égée du Nord en Turquie, Merve Pehlivan nous invite à découvrir ce lieu chargé d’histoire. Cunda est une île victime collatérale des conséquences de l’effondrement de l’Empire ottoman et traumatisée par les déplacements des populations grecques en septembre 1922. L’île comporte encore aujourd’hui de nombreux marqueurs de son identité grecque et possède ainsi une histoire complexe. Anciennement peuplée de chrétiens orthodoxes grecs à l’époque ottomane, sa complexité s’illustre aussi par son nom : tantôt, nommée « Alibey » par le gouvernement turc, tantôt « Cunda », un nom couramment utilisé qui selon l’auteure « épargne l’île de l’effort national de turquification des noms des lieux entrepris à l’époque républicaine ».

Reporting from the Turkish island of Cunda, the largest of the 22 islands in the Ayvalık district in Turkey's North Aegean Sea, Merve Pehlivan invites us to discover this place steeped in history. Cunda is an island that was a collateral victim of the consequences of the collapse of the Ottoman Empire and traumatized by the displacement of the Greek population in September 1922. The island still has many markers of its Greek identity and thus has a complex history. Formerly populated by Greek Orthodox Christians during the Ottoman period, its complexity is also illustrated by its name: sometimes named "Alibey" by the Turkish government, sometimes "Cunda", a name commonly used which according to the author spares the island from “the early republic’s nationwide effort to Turkify place names”.

La Turquie réagit vivement à la fermeture de classes coraniques prononcée par la Cour constitutionnelle de la République turque de Chypre du Nord

Les dirigeants de Chypre du Nord, dont l’existence n’est reconnue que par la République de Turquie, ont été rappelés à l’ordre par le président Recep Tayyip Erdoğan, concernant une décision de la Cour constitutionnelle de la République turque de Chypre du Nord relative à la fermeture de classes coraniques. La  haute juridiction chypriote a en effet jugé inconstitutionnels les pouvoirs de la Commission des affaires religieuses du pays quant à l’organisation de classes coraniques. Cette décision des juges a également été critiquée par Fahrettin Altun, responsable de la communication au sein de la présidence turque, ce dernier dénonce une interprétation « erronée de la laïcité mettant en danger les libertés et droits fondamentaux ». Le Premier ministre chypriote a finalement affirmé qu’il n’était pas question de fermer ces classes coraniques qui constituent selon lui un « droit constitutionnel et un besoin social de chaque citoyen de recevoir une éducation religieuse ».

Turkey reacts sharply to the closure of Quranic classes by the Constitutional Court of the Turkish Republic of Northern Cyprus

The leaders of Northern Cyprus, whose existence is recognized only by the Republic of Turkey, have been called to order by President Recep Tayyip Erdoğan, regarding a decision of the Constitutional Court of the Turkish Republic of Northern Cyprus on the closure of Quranic classes. The court ruled that the powers of the country's Religious Affairs Commission regarding the organization of Quranic classes were unconstitutional. The judges' decision was also criticized by Fahrettin Altun, head of communications at the Turkish presidency, who denounced an "erroneous interpretation of secularism that endangers fundamental rights and freedoms”. The Cypriot Prime Minister finally affirmed that there was no question of closing these Quranic classes which, according to him, constitute a "constitutional right and a social need of every citizen to receive a religious education".

 
 

La Cour constitutionnelle turque retourne l’acte d’accusation visant à interdire le parti prokurde d’opposition (HDP)

Au mois de mars, le procureur Bekir Şahin avait soumis à la Cour constitutionnelle un acte d’accusation visant à interdire le HDP au motif « d’affiliation avec le PKK et ses militants », l’acte réclamait la fermeture du parti et la suspension de toute activité politique pour ses membres. Selon la Cour constitutionnelle turque, le procureur général de la Cour de cassation n’a pas réussi à prouver la relation entre le HDP et les faits mentionnés dans l’acte d’accusation, notamment les liens supposés du parti HDP avec le Parti des travailleurs du Kurdistan (PKK). Le 15 avril, la haute juridiction constitutionnelle a ainsi renvoyé l’acte d’accusation au parquet général de la Cour de cassation.

Turkish Constitutional Court turns over indictment to ban Pro-Kurdish opposition party (HDP)

In March, prosecutor Bekir Şahin had submitted an indictment to the Constitutional Court seeking to ban the HDP on the grounds of "affiliation with the PKK and its activists" the indictment called for the closure of the party and the suspension of all political activity for its members. According to the Turkish Constitutional Court, the chief prosecutor of the Court of Cassation failed to prove the relationship between the HDP and the facts mentioned in the indictment, including the HDP's alleged links with the Kurdistan Workers' Party (PKK). On April 15, the high constitutional court thus referred the indictment to the General Prosecutor's Office of the Court of Cassation.

 
 

Le président du Parlement turc rejette une question parlementaire au motif qu’elle comporte l’expression « provinces kurdes »

Mustafa Şentop, membre de l’AKP et actuel président de la Grande Assemblée nationale de Turquie (TBMM, Türkiye Büyük Millet Meclisi), a refusé de traiter une série de questions parlementaires introduites par la députée HDP de la province de Muş, Gülistan Kılıç Koçyiğit, mentionnant la formule « provinces kurdes » [Kürt ili], au motif d’une violation du code parlementaire turc. La députée souhaitait interpeller le ministre de l’Intérieur Süleyman Soylu sur le manque d’accès à la police pour les femmes victimes de violences conjugales dans les provinces kurdes. Gülistan Kılıç Koçyiğit a ainsi dénoncé une « administration turque qui fait fi des différences, ainsi que des peuples et des confessions et qui efface des réalités historiques ».

Mustafa Şentop, an AKP member and current president of the Turkish Grand National Assembly (TBMM, Türkiye Büyük Millet Meclisi), refused to deal with a series of parliamentary questions introduced by the HDP deputy from Muş province, Gülistan Kılıç Koçyiğit, mentioning the phrase "Kurdish province" [Kürt ili], on the grounds of violating the Turkish Parliamentary Code. The MP wanted to question Interior Minister Süleyman Soylu about the lack of access to the police for women victims of domestic violence in the Kurdish provinces. Gülistan Kılıç Koçyiğit thus denounced a "Turkish administration that disregards differences, as well as peoples and faiths and erases historical realities."

Le premier vendredi du ramadan célébré dans la mosquée Hagia Sofia

L’agence gouvernementale Anadolu Ajansı a relayé la première prière du vendredi du mois de ramadan dans la mosquée Hagia Sofia. Une première depuis sa reconversion en juillet 2020. Malgré le difficile maintien du lien social dans ce moment de rassemblement qu’est le mois de ramadan, la première prière du vendredi a pu se tenir dans la mosquée avec les règles sanitaires mises en place.

The first Friday of Ramadan celebrated in Hagia Sofia Mosque

The government agency Anadolu Ajansı relayed the first Friday prayer of the month of Ramadan in the Hagia Sofia Mosque. A first since its conversion in July 2020. Despite the difficult maintenance of social ties in this time of gathering that is the month of Ramadan, the first Friday prayer was able to be held in the mosque with sanitary rules in place.

 
 

La communauté yézidie célèbre le « Mercredi rouge » [Çarsema Sor]

Le 14 avril, les Yézidis célébraient le « Mercredi rouge » [Çarşema Sor]. Selon la tradition, cette fête marque le jour où le monde a été fermenté par Dieu et où la vie sur terre a commencé. À cette occasion, le coprésident du Parti démocratique des peuples (HDP) et responsable de la commission des peuples et des religions, Tülay Hatimoğulları a publié une déclaration écrite souhaitant une bonne fête à la communauté yézidie et que « ce jour soit un présage de paix et de fraternité et non de rancune et de haine ».

Yazidi community celebrates "Red Wednesday" [Çarsema Sor]

On April 14, the Yazidis celebrated "Red Wednesday" [Çarşema Sor]. According to tradition, this holiday marks the day when the world was fermented by God and life on earth began. On this occasion, the co-chairman of the Peoples' Democratic Party (HDP) and head of the Peoples' and Religions Committee, Tülay Hatimoğulları issued a written statement wishing the Yezidi community a happy holiday and that "this day be an omen of peace and brotherhood and not of rancor and hatred."
